Qatar Affirms Natural Resource Exploitation in Occupied Palestinian Territory and Syrian Golan Hinders Sustainable Development

The State of Qatar affirmed that the continued exploitation of natural resources in the Occupied Palestinian Territory and the occupied Syrian Golan, and the undermining of residents' ability to access and benefit from them, constitute an obstacle to achieving sustainable development and realising the economic and social rights of populations under occupation. It explained that the Palestinian people cannot exercise permanent sovereignty over their natural resources while being denied control over their land and resources.

This came in a statement by the State of Qatar delivered by Mohamed Hassan Al Emadi, Third Secretary at the Permanent Mission of the State of Qatar to the United Nations, before the Second Committee of the United Nations General Assembly during its 81st session. The statement addressed agenda item 58, entitled "Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources", at United Nations Headquarters in New York.

Regarding the situation in the Gaza Strip, Al Emadi reiterated the State of Qatar's position that the urgent priority is to consolidate the ceasefire in the Strip, ensure the full implementation of its obligations, secure unimpeded access for humanitarian aid and restore basic services and civilian infrastructure. He also stressed the need to create the necessary conditions for early recovery and reconstruction, enabling the Palestinian people to restore the foundations of their economic and social life and establishing a sustainable basis for development.

He said the State of Qatar affirms that its mediation efforts, undertaken in cooperation with the Arab Republic of Egypt and the United States of America, stemmed from a firm commitment to ending humanitarian suffering and creating the conditions for a political process leading to a just and lasting peace.

He highlighted the importance of supporting the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), describing it as an essential partner in providing numerous humanitarian, educational, health and development services under its mandate.

He also reiterated the State of Qatar's affirmation of the Arab population's right to their natural resources in the occupied Syrian Golan, its rejection of any measures intended to change the Golan's legal and demographic status, and its call for an end to the occupation and Israel's withdrawal from the occupied Syrian Golan to the June 4, 1967 line, in accordance with relevant United Nations resolutions.

Al Emadi affirmed the State of Qatar's support for the legitimate rights of the Palestinian people, foremost among them their right to self-determination and the establishment of their independent State on the 1967 borders, with East Jerusalem as its capital.
