The Fifth UNESCO Conference on Higher Education in the Arab States takes place on 2 and 3 November 2026 at Marsa Malaz Kempinski, The Pearl, Doha. This conference is an invitation-only and institutional gathering.

Held under the theme "The New Learning Landscape in Higher Education in the Arab Region", the regional conference brings together higher education policymakers, university leaders, academics and experts to examine the future of learning, research and academic cooperation. It is organised by the Qatar National Commission for Education, Culture and Science and the UNESCO Regional Office for the Gulf States and Yemen in cooperation with Qatar's Ministry of Education and Higher Education.

The opening day features conference registration, a university exhibition, an opening ceremony and discussions on joint Arab regional commitments to higher education. A plenary session addresses the recognition of academic qualifications and the transformation of universities across the region. The programme also includes the launch of the Arabic edition of UNESCO's higher education roadmap, "Transforming Higher Education: Global Collaboration on Visioning and Action".

On 3 November, the conference focuses on higher education and scientific research, digital transformation and the responsible use of artificial intelligence in universities. Further sessions address student wellbeing and resilience, skills for employment, entrepreneurship, innovation and the future workforce. The programme concludes with the presentation of final recommendations. According to UNESCO's published agenda, activities run from 8:30 AM to 1:45 PM on 2 November and from 9:00 AM to 3:00 PM on 3 November.
