The Democratic Republic of the Congo and Rwanda have agreed to advance two initiatives aimed at strengthening the monitoring and verification of the implementation of the Washington Accords on the ground.
The agreement was outlined in a joint statement on the Joint Security Coordination Mechanism for the peace agreement between the two countries, involving the DRC, Rwanda, Qatar, the United States, Togo as the African Union mediator, and the African Union Commission.
The parties also agreed to hold a trilateral planning conference in October 2026, which is expected to result in a revised Operations Order guiding their coordinated efforts.
During the discussions, the DRC presented its Disarmament, Demobilization and Reintegration plan for the Forces Démocratiques de Libération du Rwanda.
The parties requested that the United States consider the two proposed monitoring and verification initiatives and provide feedback at the next meeting of the Joint Security Coordination Mechanism.
The African Union Commission also presented the outcomes of the African Union High-Level Meeting held in Gaborone, Botswana, on July 24 and 25, 2026.
The Joint Security Coordination Mechanism held a virtual session with the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo to draw on its operational experience.
The governments of the DRC and Rwanda expressed their appreciation to Qatar, the United States, Togo and the African Union Commission for their support throughout the peace process.
The two countries agreed to reconvene for the next Joint Security Coordination Mechanism meeting in Geneva on September 16 and 17.
