As Qatar moves ahead to implement Phase 3 of the lifting of COVID-19 restrictions, the Ministry of Commerce and Industry (MoCI) has announced that restaurants can resume operations (receiving clients) after acquiring pre-approval from the Ministry.
The Ministry said that restaurants that do not meet the required conditions will only be authorized to deliver orders or proceed with takeaways for customers outside the eatery, in line with the previous decisions that have been issued earlier.
MoCI jointly with the Ministry of Public Health (MoPH) will inspect restaurants that fill out the requirements form.
Here is a list of restaurants and cafes reopened for dine-in:
Mall of Qatar

The wait is finally over! Mall of Qatar reopened restaurants from July 28 for dine-in featuring an array of fusion cuisines over several restaurants.
During Eid Al Adha (From July 29 to August 2), the restaurants and cafes will be open from 10:00 am to 1:00 am.
Doha Festival City

A collection of about 40 restaurants reopened at the mall including Asha’s, Indian casual dining restaurant; PF Changs, Asian-themed restaurant; Shake Shack, American fast-casual restaurant; Starbucks Cafes in GF, Starbucks 2, Starbucks 3, and Starbucks at Borders library; Texas Roadhouse, steak restaurant serving American cuisine; Maki, serving innovative Japanese cuisine; Sumo Sushi & Bento, Japanese restaurant; Eataly, a high-quality Italian restaurant; Five Guys, American fast-casual restaurant; Jamies Italian, Celebrity chef's relaxed Italian chain; Nando's, South African restaurant; Carluccio's, Italian restaurant; Tim Hortons, Canada's largest quick-service restaurant; Paul Café, a French chain of bakery/café restaurants; Le Petit Train Bleu, Parisian dining experience; Bubba Gump Shrimp, American seafood restaurant and Karak Mqanes, serving dishes inspired by Qatari cuisine.
More on a sweet note, visitors can now enjoy a selection of dining options including The Cheesecake Factory; Pinkberry, serving the best-frozen yogurt and ice cream; Coldstone Creamery, ice cream parlor; The Molten Chocolate Café, heaven for chocolate lovers and dessert junkies; Peal Juices and Bars, serving fresh juices and smoothies that are 100% natural; Laduree, French luxury bakery, and sweets maker house; Cinnzeo and the signature Maia Chocolate
Furthermore, a collection of cafes is now open at DFC including L'eto Café, Aimee's Café, The Coffee Club, Patissez, Angelina, Ratio Café, Eden Café, and Cup of Joe. Restaurants at IKEA and Marks & Spencer are also open, as well as Edible Arrangements.
