Lusail is one of Qatar’s largest and most ambitious master-planned cities. Located directly north of Doha, it combines residential districts, waterfront developments, offices, retail destinations, hospitality, entertainment venues and major landmarks such as Lusail Stadium.

The official master plan covers approximately 38 square kilometres and 19 districts, with residential areas ranging from high-rise Marina towers to mid-rise Fox Hills apartments and lower-density villa communities. Lusail was also designed around district cooling, smart infrastructure, landscaped public spaces and an integrated transport network.

For renters, the city offers some of Qatar’s newest housing stock—but prices differ sharply by district. Current one-bedroom asking rents start at approximately QAR 5,000 in selected Fox Hills buildings and rise beyond QAR 10,000 for larger or premium waterfront units. The QAR 7,500–10,000 range applies more accurately to many furnished Marina and waterfront apartments than to Lusail as a whole.

Why Lusail appeals to expats

Lusail was planned as a sustainable and technology-led city rather than developing gradually from an older residential area.

Its master plan incorporates:

The trade-off is that Lusail is still developing. Some districts feel established and active, while others have ongoing construction, vacant plots or fewer neighbourhood services.

It should also not be described as universally walkable. Marina, Lusail Boulevard and parts of Fox Hills have pedestrian-friendly sections, but the city is extensive, the distance between districts can be significant and summer weather limits walking for much of the day.

Commute times to West Bay vary according to the exact Lusail district, traffic and road access. A 20-minute journey may be possible in lighter traffic, but it should not be treated as guaranteed.

Where is Lusail and how is it laid out?

Lusail lies north of Doha, close to The Pearl, Legtaifiya and Al Kharayej.

The official master plan divides the city into 19 districts covering residential, business, hospitality, sporting, educational and entertainment uses. Major roads connect the city with West Bay, Doha and Al Khor.

The Doha Metro Red Line provides access to the Lusail area, while the Lusail Tram is intended to distribute passengers between districts. Legtaifiya is the main operational interchange between the Metro and the tram.

As of July 2026, however, Lusail Tram services are restricted while improvement works continue. Following a full suspension from June 26 to July 5, service resumed only between Legtaifiya and Tarfat South. Residents should check the Qatar Rail journey planner or call 105 before relying on the tram for a daily commute.

The main residential districts

Marina District

The Marina District was the first major phase of Lusail and remains one of its most established waterfront areas.

It contains:

  • High-rise residential towers
  • Hotels and serviced residences
  • Offices
  • Cafés and restaurants
  • Waterfront promenades
  • Several tram stations
  • Access toward Place Vendôme and Legtaifiya

The official Lusail description identifies Marina as a mixed residential, commercial and hospitality district built around its marinas and seaside boardwalks.

Marina generally commands higher rents than Fox Hills, although individual deals depend on size, furnishing and whether bills are included.

Waterfront Residential

Waterfront Residential is an official Lusail district characterised by mid- and high-rise residences, hospitality projects, beaches, marinas and coastal views.

Properties here can include:

  • Standard residential apartments
  • Serviced or hotel apartments
  • Branded residences
  • Large sea-view units
  • Premium villas and townhouses

The term “waterfront” is used widely in property advertising, so confirm the exact district and building rather than assuming every listing is immediately beside the sea.

Fox Hills North and South

Fox Hills is one of Lusail’s largest apartment districts. It consists mainly of mid-rise residential and mixed-use buildings organised around landscaped streets and the city’s commercial spine.

It is popular with:

  • Singles
  • Couples
  • Small families
  • New arrivals
  • Tenants seeking lower rents than the Marina

Fox Hills commonly provides the widest selection of relatively affordable studios and one-bedroom apartments in Lusail. Current one-bedroom listings frequently appear around QAR 5,000–7,500, although premium, fully furnished or bills-included units can cost more.

Downtown Lusail and The Seef

Downtown Lusail includes Lusail Boulevard, Al Sa’ad Plaza and The Seef.

The area combines:

Energy City and Al Wessil

Energy City is commonly used in property listings for the commercial area around Al Wessil.

Official Lusail material describes Al Wessil as a commercial and innovation district serving businesses, technical industries and regional enterprises. It should not be presented primarily as a residential neighbourhood, although apartments and mixed-use buildings may be available in or near the wider area.

Lusail Stadium District

The Lusail Stadium District surrounds the 80,000-seat stadium that hosted the FIFA World Cup Qatar 2022 final.

Residential options are available in nearby areas such as:

  • Fox Hills
  • Al Yasmeen
  • Erkiyah
  • Huzoom Lusail
  • Downtown Lusail

The stadium district itself should not be described as one of Lusail’s main established apartment markets without identifying the specific development.

Al Yasmeen and Erkiyah

Al Yasmeen is planned as a smart residential district incorporating housing, educational facilities, hospitality and green spaces.

Erkiyah is a mixed-use district combining residential, commercial and medical functions near Al Khor Road.

Both may suit tenants seeking newer properties away from the Marina, but nearby amenities and public-transport access should be checked building by building.

Huzoom Lusail

Huzoom Lusail is a lower-density residential community on the northern side of the city, designed primarily around villas and family housing.

It offers a quieter setting than the Marina or Downtown, but residents are more likely to depend on a car for daily travel.

How much does it cost to rent in Lusail?

Rental figures should be treated as current asking-price ranges, not official market averages.

Current listings show a broad market:

  • Fox Hills and selected inland districts: approximately QAR 5,000–7,500 a month
  • Marina District: approximately QAR 6,300–9,000
  • Seef and premium waterfront units: approximately QAR 8,500–11,000
  • Larger serviced or branded residences: potentially higher

Some listings include electricity, water or cooling, while others do not.

A realistic Lusail-wide planning range is therefore:

Approximately QAR 5,000–10,000 a month for most one-bedroom apartments, with selected premium units exceeding QAR 10,000.

The original QAR 7,500–10,000 estimate was too high as the general starting range.

Three-bedroom apartments

Current three-bedroom listings include:

  • Selected Fox Hills units: approximately QAR 8,250–12,000
  • Marina and Al Kharayej units: approximately QAR 11,000–14,700
  • Premium furnished Marina residences: approximately QAR 16,000–17,500

Larger apartments with maid’s rooms, full sea views, hotel services or extensive bill inclusion may cost more.

A practical planning range is:

Approximately QAR 9,000–17,500 a month, depending heavily on district and specification.

Villas

Villas are much less common than apartments in Lusail.

Current advertised examples include:

  • Four-bedroom compound or furnished villas: approximately QAR 23,000–28,000 a month
  • Villas with private pools: approximately QAR 28,000
  • Large standalone waterfront villas: around QAR 50,000


A QAR 15,000–30,000 range understates the current premium end of the market.

Tenants searching below QAR 20,000 may find more villa choice in other parts of Doha and Al Rayyan than in established Lusail developments.

What is included in the rent?

There is no standard Lusail arrangement.

A listing may include:

  • District cooling
  • Kahramaa electricity and water
  • Internet
  • Building maintenance
  • Gas
  • Housekeeping
  • Access to shared facilities

Another apartment in the same district may exclude all of these.

Qatar Living’s current rental guidance notes that utility responsibility varies by building: some towers include water, electricity or chilled water, while other tenants open and pay their own accounts. Internet is usually arranged separately.

Before signing, ask the agent to write down:

  • Whether Kahramaa is included
  • Whether district cooling is included
  • Whether a Marafeq account is required
  • Whether there is a fixed cooling-capacity charge
  • Who pays building service charges
  • Whether advertised “bills included” has a monthly cap
  • Whether internet is installed or merely available

Buying property in Lusail and residency for owners

Non-Qataris may own property in designated areas of Lusail.

Cabinet Resolution No. 21 of 2026 updated the ownership areas and includes:

  • Lusail, Zone 69
  • Al Kharayej, Zone 69
  • Jabal Thuaileb, Zone 69


This does not mean that every property marketed as “Lusail” automatically provides the same freehold title or residency rights.

Before paying a reservation fee, verify:

  • The cadastral zone and parcel
  • Whether the title is freehold, usufruct or another right
  • Whether the project is licensed
  • Whether off-plan sales are authorised
  • The escrow-account details
  • Title-deed status
  • Owners’ association and service charges
  • Residency eligibility

Use a licensed developer or real-estate broker and confirm the project through Aqarat and the Ministry of Justice.

Current sale-price indications

The earlier QAR 15,000–30,000 per square metre range is too high as a general description of the entire Lusail apartment market.

Based on current asking listings:

  • A QAR 1.2 million, 105-square-metre unit equates to about QAR 11,400 per square metre.
  • A QAR 1.85 million, 143-square-metre waterfront unit equates to about QAR 12,900 per square metre.
  • A QAR 1.8 million, 108-square-metre Seef unit equates to about QAR 16,700 per square metre.
  • Many current standard and waterfront listings fall broadly around QAR 11,000–17,000 per square metre.
  • Branded, hotel-managed, luxury or unusually positioned units may exceed that range.


These are advertised prices—not verified transaction values. Buyers should obtain an independent valuation and compare recent registered transactions.

Property-linked residency

Qatar currently provides two main property-value thresholds for eligible non-Qatari owners:

  • Property worth at least QAR 730,000: eligibility to apply for property-linked residence
  • Property worth at least QAR 3.65 million: eligibility to apply for residence with additional benefits relating to healthcare, education and investment


Buying above the threshold does not mean that residency is issued automatically. The property, ownership structure and applicant must satisfy the official conditions.

The process involves the property-registration and non-Qatari ownership services managed through the Ministry of Justice and associated government authorities. It should not be described simply as an application through Hukoomi.

Utilities, internet and mobile

Lusail uses Kahramaa electricity and water alongside district-cooling services provided in many developments through Marafeq.

The precise account structure depends on the building.

Electricity, water and district cooling

The original QAR 200–600 estimate for electricity, water and cooling is not dependable.

Costs vary according to:

  • Apartment size
  • Number of occupants
  • Temperature settings
  • Insulation and glazing
  • Metered usage
  • Fixed district-cooling charges
  • Whether the landlord includes any services
  • Whether the lease limits included consumption

Some current Lusail listings explicitly advertise all bills or cooling included, while others exclude them.

Request copies of previous summer bills for the exact apartment where possible. A generic building estimate is less useful than actual bills from a comparable unit.

Marafeq operates an online system for customers to register units, review accounts and make payments.

Home internet and mobile

The QAR 150–300 estimate for combined home internet and mobile service is too low for most current fixed-fibre packages.

Current advertised home-internet examples include:

  • Vodafone GigaHome 1 Gbps: standard QAR 350 a month, with a promotional price around QAR 299 for eligible new customers
  • Vodafone GigaHome 2 Gbps: standard QAR 500, with a promotional price around QAR 399
  • Ooredoo Home+ Go: standard QAR 365, with a current advertised promotional price around QAR 330
  • Ooredoo higher-tier home plans: QAR 470 and above under current promotions


Mobile service is separate unless a specific bundle states otherwise.

A more realistic starting budget is:

Approximately QAR 299–365 a month for entry-level fixed fibre under current offers or standard pricing, plus the cost of the chosen mobile plan.

Check building availability before signing a contract. A tower may be fibre-ready for one operator but require additional installation for another.

Everyday living costs and groceries

Grocery prices in Lusail are generally determined by the retailer rather than the district.

Residents have access to:

  • Supermarkets inside or near residential towers
  • Carrefour and Monoprix at major retail destinations
  • Smaller neighbourhood groceries
  • Online delivery from retailers operating across Qatar

There is no reliable reason to label single prices such as QAR 7.60 for apples or QAR 10.20 for eggs as fixed “2026 Lusail averages.”

Prices differ significantly by:

  • Country of origin
  • Brand
  • Organic or standard product
  • Package size
  • Promotion
  • Supermarket format

For example, current LuLu rice listings range from approximately QAR 20 for five kilograms of basic white rice to around QAR 60 for selected premium varieties.

A more accurate budgeting method is to compare the cost of your usual full basket through current supermarket apps before moving.

Dining along Marina, The Seef and luxury-hotel areas can be more expensive than neighbourhood cafés, but Lusail also has casual restaurants, food courts and takeaway options.

Getting around Lusail

Lusail’s transport options include:

  • Doha Metro Red Line
  • Lusail Tram
  • Metrolink buses
  • Metroexpress
  • Karwa taxis
  • Authorised ride-hailing services
  • Private cars
  • Walking and cycling in suitable weather

The full Lusail Tram system is designed with 25 stations across four lines, while current journey-planning information includes the Orange, Pink and Turquoise lines.

However, as of July 2026, tram operations remain restricted to the Legtaifiya–Tarfat South section because of network upgrades. Replacement and connecting bus services have been introduced for affected areas.

Travelling to West Bay and central Doha

The practical rail route depends on your home’s distance from an operational tram or Metro connection.

A typical journey may involve:

  1. Walking, driving, using Metroexpress or taking a taxi to a station.
  2. Travelling to Legtaifiya.
  3. Transferring to the Doha Metro Red Line.
  4. Continuing to West Bay, Msheireb or another destination.

Residents in districts not currently served by the operating tram section may find driving or taxi travel significantly more convenient.

Driving

Lusail is connected to Doha through major roads including Lusail Expressway and Al Khor Road.

Before renting, check:

  • Allocated parking spaces
  • Visitor parking
  • Access during major events
  • Distance to the nearest highway entrance
  • Morning and evening traffic around the building
  • Whether nearby construction affects access

Do not judge the commute using only a map distance. Test the journey during your normal working hours.

Is Lusail right for you?

Lusail can be a strong choice when you prioritise:
