The decision covered conditions and controls for equating private high school diplomas that apply the British curriculum, the International Baccalaureate (IB) curriculum, the French curriculum, and the French baccalaureate diploma.

The decision also included requiring private schools to obtain accreditation and supervision of organizations and international examination boards regarding the twelfth-grade examinations and considered that an essential condition in equating 12th-grade certificates.
