Qatar calls for stronger Arab cooperation on social development and family support

Qatar has reaffirmed its commitment to strengthening social protection, supporting families and empowering vulnerable groups during the 84th session of the Executive Bureau of the Council of Arab Ministers of Social Affairs in Cairo.

The State of Qatar was represented at the meeting by HE Khalifa bin Issa Al Kubaisi, Undersecretary of the Ministry of Social Development and Family.

Strengthening cooperation across the Arab region

During the meeting, Qatar highlighted the importance of greater coordination between Arab countries as communities face evolving social and development challenges.

Al Kubaisi stressed the need to develop policies and programmes that strengthen social protection systems while supporting:

  • Family stability
  • Vulnerable groups
  • Community participation
  • Sustainable development
  • Quality of life

The discussions focused on turning cooperation between Arab countries into practical programmes that can deliver measurable improvements for individuals and families.

Qatar’s social development plans

Qatar also highlighted the development of its social support system in line with Qatar National Vision 2030 and the Third National Development Strategy 2024–2030.

The strategy places people and families at the centre of the country’s development priorities, with particular emphasis on family cohesion, community participation and overall quality of life.

The Ministry of Social Development and Family Strategy 2025–2030, launched under the slogan “From Care to Empowerment,” was also highlighted during the meeting.

The strategy reflects a move towards long-term social and economic empowerment rather than relying solely on traditional forms of social care.

Its priorities include supporting family stability, empowering women, increasing the independence of vulnerable groups and expanding partnerships within the community.

Focus on disability inclusion

Qatar also reaffirmed its commitment to strengthening the rights and inclusion of persons with disabilities.

The meeting highlighted Law No. 22 of 2025 on the Rights of Persons with Disabilities, which aims to strengthen the legal framework protecting their rights, promote equal opportunities and improve access to services.

Qatar is also preparing to host the Fourth Global Disability Summit in 2028, with the country calling for stronger cooperation between Arab states in developing inclusive policies and exchanging successful practices.

Building on the Doha social development summit

Qatar also called for continued work following the Second World Summit for Social Development, which was hosted in Doha.

Al Kubaisi stressed the importance of translating the commitments contained in the Doha Political Declaration on Social Development into practical initiatives and programmes.

This includes strengthening partnerships, sharing expertise and developing mechanisms to assess the social impact of policies and programmes.

Qatar said it hopes the outcomes of the meeting will help strengthen cooperation between Arab countries and contribute to more inclusive and sustainable social development across the region.
