Qatar has reaffirmed its commitment to the purposes and principles of the United Nations Charter, particularly the peaceful settlement of disputes, describing the promotion of international peace and security through dialogue as a constitutional principle of its foreign policy.
The statement was delivered by Abdulaziz Fadala Al Sulaiti, Second Secretary at the Permanent Mission of the State of Qatar to the United Nations, during the Sixth Committee of the UN General Assembly's 81st session in New York on 23 October 2026. The discussion was held under agenda item 83, concerning the report of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization.
Al Sulaiti pointed to Article 7 of Qatar's Permanent Constitution, which establishes the promotion of international peace and security through the peaceful resolution of disputes as a principle of the country's foreign policy.
Mediation and Freedom of Navigation
He said Qatar continues to participate in regional and international mediation efforts and regards peaceful dialogue as central to resolving conflicts. He also stressed the importance of the rule of law, respect for state sovereignty and territorial integrity, and the prohibition of the threat or use of force.
Addressing regional developments since 28 February 2026, Al Sulaiti reiterated Qatar's condemnation of attacks it attributed to Iran against Qatar's sovereignty, territorial integrity and territorial waters, as well as attacks affecting other countries in the region. Qatar described these actions as violations of international law, international humanitarian law and the UN Charter.
He called for compliance with UN Security Council Resolution 2817 (2026), including its provisions on navigational rights and freedoms under international law, particularly along vital maritime routes. Al Sulaiti said Qatar's priority remains containing regional escalation and creating space for diplomatic efforts. Qatar will continue working with partners to seek a peaceful outcome that safeguards freedom of navigation in the Strait of Hormuz and addresses the concerns of regional states.
Solidarity with Saudi Arabia
The statement also reiterated Qatar's condemnation of the Houthi group's attack on King Fahd International Airport in Dammam, Saudi Arabia. According to the statement, the attack resulted in two deaths, injuries and material damage. Qatar described it as a serious violation of Saudi sovereignty and a threat to civilians, civilian infrastructure, regional security and aviation safety.
Al Sulaiti reaffirmed Qatar's solidarity with Saudi Arabia and its support for the lawful measures taken by the Kingdom to protect its sovereignty, security, territorial integrity and interests. He stressed that Saudi Arabia's security is inseparable from Qatar's security and the collective security of the Gulf Cooperation Council states.
Concluding the statement, Al Sulaiti reiterated Qatar's support for the work of the Special Committee on the UN Charter and for efforts to strengthen the United Nations' role in promoting international peace and security.
