Cabinet Approves Draft Bill Regulating Real Estate Tokenization and Trading

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani chaired the Cabinet's regular meeting at the Amiri Diwan on August 26.

At the start of the meeting, the Cabinet was briefed on the Ministry of Education and Higher Education's completion of preparations for the 2026–2027 school year.

The Cabinet commended progress across the education sector, including the expansion of new schools in areas of population concentration, efforts to develop educational workforces, and continued improvements to curricula and the quality of education.

It expressed hope that the new school year would provide a secure, motivating and integrated educational environment supporting the objectives of the Third National Development Strategy and Qatar National Vision 2030.

The Cabinet then approved a draft bill regulating real estate tokenization and the trading of real estate tokens, together with its draft executive regulations.

The draft was prepared by the Ministry of Justice in cooperation with the Ministry of Municipality, Qatar Central Bank, Qatar Financial Markets Authority and the General Real Estate Regulatory Authority.

The proposed framework aims to diversify real estate products and attract investment by establishing a comprehensive legal framework for real estate tokenization.

It would define the nature of a real estate token and the rights of its owner, regulate its trading and connect it directly to the Real Estate Registry to strengthen transaction security and reliability, protect investors and support market integrity and transparency.

The framework also seeks to balance innovation with risk management in line with the Third National Development Strategy 2024–2030.

The Cabinet agreed to publish the draft bill on the "Sharek" platform of the Civil Service and Government Development Bureau for 10 days to gather views before referring it for legislative review under the approved procedures.

The Cabinet also approved an update to the Official Gazette system, including a draft bill amending certain provisions of Law No. 12 of 2016 concerning the Official Gazette and a draft decision regulating its electronic publication and related services.

The proposed update would complete the legislative framework for operating the Official Gazette's independent website and provide legally authoritative digital publication alongside search, notification, verification and open-data services.

The Cabinet further approved a proposal to organise the authorities responsible for managing and preserving documents at relevant entities across the country.

Prepared by the National Archives of Qatar in coordination with the Civil Service and Government Development Bureau, the proposal seeks to strengthen the governance of official records and preserve Qatar's documentary heritage through specialised organisational units responsible for paper and electronic records.

The Cabinet also approved a draft Memorandum of Understanding on financial cooperation between the governments of Qatar and Kuwait, as well as a draft amendment to the Memorandum of Understanding among Arab countries that are members of the Middle East and North Africa Financial Action Task Force.

It also reviewed four reports concerning the Qatar Financial Markets Authority's Grievances Committee, the Fifth Ministerial Conference "No Money for Terror", the Qatar-Bangladesh Joint Committee on Labour Affairs, and the 79th World Health Assembly, and took the appropriate decisions regarding them.
