The Ministry of Interior declared that the Abu Samra land border crossing is prepared to welcome World Cup spectators from November 1, 2022, until the completion of the competition, working with the nation's numerous agencies, tournament security and safety partners, and organizers.
The Hayya card category was granted, and the Interior Ministry published the procedures to be followed upon arriving at the Abu Samra border crossing.
As part of its readiness to welcome the public at the Abu Samra border post, the Ministry has taken a number of actions. The ones who stand out the most are:
- Increasing the number of passport desks at the border checkpoint to accommodate all types of visitors, including tourists, locals, and supporters.
- Setting aside a spacious tent that can accommodate more than 4,000 people each hour.
- Offering easy and cost-free transportation from the checkpoint to Al-Messila in the heart of Doha and to the Family and Friends Meet and Greet Area in Al Qalayel, which is 2 kilometers from the border. The supporters can arrange for a ride to their hotel inside the nation from friends or family members, or they can get there by private taxi.
The steps outlined here for World Cup supporters crossing the land border will begin on November 1 and go until December 23, 2022. It also emphasized the requirement that travelers entering Qatar use a passport that has been registered with the Hayya website.

Following are the several categories into which the entrance processes at the border checkpoint have been divided:
First category: citizens, residents, and GCC nationals who possess a Qatari ID card fall under the first category.
- Their arrival must be as routine as is customary under the following conditions:
- They must be transported in a vehicle with a Qatari license plate.
- The use of a Hayya card is optional.
Second category: spectators having special admission credentials
- They are the fans that want to enter with their own automobiles, and in order to do so, they must obtain a vehicle entrance permit that has been authorized through the Hayya platform. The following prerequisites must be met in order to get it:
- A confirmed accommodation approved through the Hayya platform for a minimum of 5 nights (for the driver only).
- Submit a vehicle entry permit application through the official Hayya platform. If approved, an email with a link to obtain the vehicle insurance electronically will be sent.
- Upon completion of the insurance, the applicant must follow up on the platform within 24 hours to obtain the permit by paying a non-refundable fee of QAR 5,000.
- A minimum of three persons must ride in the automobile, and no more than six individuals may do so. Each person must have a Hayya card.
- The vehicle entrance permit is only valid for one entry.
- Avoid driving in the prohibited zones that were made known during the press conference about the transportation restrictions in specific places and on certain routes during the competition.
Third category: One-day fan
- A hotel reservation in Qatar is not necessary for entry or exit for those traveling across the Abu Samra land border to attend one or more matches during a 24-hour period alone. However, in order for them to enter, the following requirements must be met.
- Carry a Hayya card. (one-day fan category)
- Prior to traveling to Qatar, a parking space for vehicles may be reserved using the Hayya platform.
- For the first 24 hours after arrival, parking is free.
- For the second day, a service charge of QAR 1,000 will be applied. A further QAR 1,000 towing fee will be assessed if the car has been left unattended for longer than 48 hours since entrance. (Payment can be paid online by clicking a link supplied to their registered email address on the platform.)
- Take a Qatari bus from the Abu Samra checkpoint to the Family and Friends Meet and Greet Area at Al Qalayel or to Doha Central Station (Al Messila).
- The Hayya card may be used to access the parking reservation service, which will be accessible as of 1 November 2022.
Fourth category: Arrivals via Buses
- The following prerequisites must be met in order for bus riders to enter:
- Every traveler is required to have a Hayya Card.
- To finish the nation entrance processes, get to the arrival lounge at the checkpoint.
- Take the Qatar buses from the border to the Family and Friends Meet and Greet Area outside the border at Al Qalayel or to Doha Central Station (Al Messila).
Fifth category: Humanitarian cases
- For individuals who do not have a Hayya card, please follow these instructions (only through airports):
- Apply for the permission at www.moi.gov.qa, the website of the Ministry of Interior.
- Within six hours, applications will be examined and responses provided. If the requirements are satisfied, the permission will be emailed to the applicant.
- The permission may only be utilized once.
- To guarantee a seamless admission for football fans, it was additionally stated that commercial truck entry will be permitted through the Abu Samra border crossing from November 15, 2022, to December 22, 2022, from 11 pm to 6 am.
