As the State of Qatar moves on to phase four, it is important for the community to continue to follow procedures to ensure that efforts are successful, and the nation can fully reopen.
Based on Qatar’s public health indicators and the COVID-19 infection rate in the community, it has been decided to split phase four into two phases.
The first phase will commence on September 1, 2020, and the situation will be assessed on an ongoing basis, including the re-imposing and/or lifting of some restrictions based on developments mid-September.
The Ministry of Commerce and Industry (MoCI) announces the fourth stage of the gradual lifting of COVID-19 restrictions on malls and shopping centres.
This decision goes into effect on Tuesday, September 1, 2020.

- The reopening of restaurants located in shopping malls provided that the number of customers does not exceed 30% of the total capacity of the restaurant.
- The reopening prayer halls in malls and shopping centers according to the capacity specified by the relevant authorities.
- Allowing cinemas to resume business according to the outlined capacity, preventive procedures, and measures, while barring individuals under the age of 18 years.
- The reopening of fitting rooms according to the outlined health requirement.
- Allowing children's barbershops to resume their work in accordance with the precautionary measures outlined for adult barbershops and based on pre-booked appointments. The child, his companion, and the barber must all wear medical masks. It is not allowed to receive more than two children, in the barbershop at a time. Each child must be accompanied by only 1 adult.
- Children can access malls and shopping centers, including retail stores and restaurants while adhering to the precautionary and preventive measures.
- Entertainment halls, amusement parks, and skating rinks shall remain closed. All artistic, cultural, or entertainment events continue to be prohibited inside malls and shopping centres.
Malls and shopping centres shall adhere to the precautionary and preventive measures outlined by the Ministry of Public Health and the Ministry of Administrative Development, Labor and Social Affairs, and they must implement the guidelines as follow:
- Visitors are allowed entry only upon showing a ‘green health code’ on the Ehteraz app.
- Barring people not wearing a medical mask, and compelling visitors to wear one throughout their time at the mall.
- Measuring the body temperature of visitors at the entrances, and barring individuals whose temperature exceeds 38 degrees Celsius to enter the mall.
- Providing hand sanitizers across mall facilities.
- Educating visitors to maintain a safe distance of at least two meters.
- Operating at less than 50% of the mall’s regular capacity.
- Banning smoking at the entrances and removing all containers designated for cigarette waste.
- Preventing the gathering of visitors and limousine and taxi drivers at the entrance of the mall.

This decision goes into effect on Tuesday, September 1, 2020, and it is subject to amendments and updates according to the latest developments in this regard. Any violation of this decision will subject perpetrators to legal accountability and procedures.
