Qatar participated in a coordination and planning meeting of the high-level facilitators and the Independent Joint Secretariat to develop an implementation plan for the peace process in eastern Democratic Republic of the Congo. The meeting was held in Gaborone, Botswana.
Qatar was represented by HE Dr Ali bin Ghanem Al Hajri, Director of the African Affairs Department at the Ministry of Foreign Affairs.
The delegation also included HE Saad bin Mubarak Al Nuaimi, Qatar’s Ambassador to Ethiopia and Permanent Representative to the African Union, and Abdullah bin Hamad Al Nuaimi, Adviser at the Office of the Minister of State at the Ministry of Foreign Affairs.
In Qatar’s statement during the meeting, Dr Al Hajri reaffirmed the country’s firm commitment to supporting efforts to establish peace in eastern Democratic Republic of the Congo.
He said Qatar continues to work with the concerned parties in close coordination with the United States and Togo, in its capacity as the African Union mediator, in a manner that supports the African-led process.
Dr Al Hajri reviewed the latest efforts under the Doha Process, particularly the activation of the ceasefire monitoring and verification mechanism.
He also highlighted continued cooperation with the International Committee of the Red Cross on the detainee exchange mechanism, alongside ongoing negotiations on the remaining protocols under the Doha Framework.
He said the peace process in eastern Democratic Republic of the Congo is comprehensive and complex, covering humanitarian, political, security, economic and social dimensions.
This requires patience and a gradual approach to reach a realistic and implementable settlement that is supported and owned by the concerned parties, he added.
Dr Al Hajri also stressed the importance of the African Union’s leadership role in mediation efforts, citing its regional legitimacy and ability to engage countries in the region and follow up on the implementation of agreements.
He called for continued coordination between the various diplomatic tracks and international partners to ensure consistent messages and complementary roles in support of peace efforts.
Qatar reaffirmed its commitment to supporting all efforts aimed at achieving lasting peace and working with regional and international partners, based on its belief that dialogue remains the only path to resolving conflicts and achieving sustainable stability.
