Qatar’s Ministry of Transport (MoT) launched an updated Qatar Bicycle Master Plan (QBMP), a comprehensive framework of plans, policies and regulations aimed at expanding cycling and micromobility, improving safety, enhancing facilities and supporting a more sustainable, connected and integrated transport system.
Developed in response to Qatar’s growing population, urban expansion and evolving mobility needs, the updated plan was produced through collaboration between government entities, the private sector, academia and research institutions.
The review assessed more than 1,500km of existing bike routes, including 937km of standalone tracks and 561km linked to pedestrian pathways. It also involved more than 5,000 survey interviews, over 120 technical meetings, and a review of more than 60 national and international documents and best-practice studies.
According to the study, 19% of Qatar’s population owns a bicycle or micromobility device, but these account for less than 1% of daily trips. The QBMP seeks to increase the safe and sustainable use of bicycles for transport, sport and recreation while regulating emerging micromobility options.
Key proposals include adding more than 3,800km of cycling routes, building over 110km of grade-separated crossings and creating seven major amenity hubs for cyclists and e-scooter users.
The plan also introduces 17 policies, 18 schemes, 348 supporting measures, a Qatar Bike Infrastructure Planning and Design Guide (QBIG), and a comprehensive GIS geodatabase.
MoT said the plan aligns with Qatar National Vision 2030 and the Third National Development Strategy (2024-2030), supporting sustainability, public health, reduced emissions and improved transport efficiency.
It will be implemented through a phased programme with clear priorities and performance indicators. The plan also serves as a unified national reference for active transport projects, promotes consistent planning standards, supports data-driven decision-making and urban connectivity, and aims to expand private-sector participation in developing and operating micromobility services and cycling facilities.
