Her Excellency Lolwah bint Rashid Al-Khater, Spokesperson for the Supreme Committee for Crisis Management, announced Qatar’s plans to ease coronavirus (COVID-19) restrictions in four phases beginning June 15, 2020, in a press conference held on Monday, June 8, 2020.

The gradual lifting of restrictions:

- Qatar is one of the lowest countries in the world in the number of deaths from COVID-19.

- The gradual lifting of restrictions in the State of Qatar will be through four phases with the introduction of precautionary measures as life activities cannot stop indefinitely.

- Moving from one stage of easing the lockdown to another will depend on scientific indications and a stringent assessment of each phase. Fortunately, the number of daily cured cases is greater than the number of new positive cases.

In the event of non-compliance, or if one of the indicators is negatively affected, it is possible to re-impose restrictions or delay the start of the following stage.

The four phases of easing the lockdown in Qatar:

Phase 1 - June 15

Phase 2- July 1

Phase 3 - August 1

Phase 4 - September 1

Phase 1

- Phase 1 will include the reopening of some mosques. However, all mosques will be allowed to be opened by stage 4 in September 2020.

- Privately owned boats and yachts can be used.

- Partial opening of shops in malls. Shops with a minimum area of 300 m2 will open, not exceeding 30% mall capacity.

- Only essential flights out of Qatar. Upon arrival, travelers will go to mandatory hotel quarantine allocated by the government for 2 weeks, paid for by the traveler.

- 40% capacity selected private healthcare facilities at a specific capacity.

- Restricted parks for outdoor sports.

- Professional training outdoor only / large open spaces.

- 20% of employees at the workplace with strict health precautions.

 Phase 2

- Phase 2 will allow for more mosques to be opened.

- Gatherings of 10 people can take place.

- Boat/Yacht rental for families only 10.

- All public parks and beaches will be open from July 1.

- Professional training of small groups - outdoor only / large open spaces.

- 60% capacity selected private healthcare facilities at a specific capacity.

- All malls open (restricted hours and capacity), souqs, and wholesale markets (restricted capacity and hours).

- Restricted restaurant opening with low capacity.

- Museums and libraries with restricted hours and capacity.

- 50% of employees at the workplace with strict health precautions.

We do not advise the elderly, people with chronic diseases, and children to leave during the first and second stages of the gradual lifting of restrictions

Phase 3

- Gatherings of 40 people will be allowed.

- Friday prayers will be held at 54 mosques.

- Low-risk inbound flights for priority passengers (e.g. returning residents).

- Driving schools opening.

- Playgrounds and skate parks.

- 80% of employees at the workplace with strict health precautions.

- Nurseries and childcare facilities will open.

- All malls open full hours, souqs, and wholesale markets (restricted capacity and hours).

- 50% capacity of health clubs, gyms, pools, beauty salons, massage parlors, barbershops/ hairdresser.

Phase 4

- All gatherings will be allowed.

- Business-related mass gatherings including trade shows, conferences will be allowed.

- Entertainment-related mass gatherings, theatres, and cinemas with precautions will open.

- Public transportation: metro and bus services will resume.
