Ministry of Justice Organises Justice, Tech & Youth Innovation Challenge with UNITAR

The Ministry of Justice of the State of Qatar announced the Justice, Tech & Youth Innovation Challenge: Bridging the Gap Between AI and the Modern Rule of Law. The first programme of its kind is being organised in cooperation and partnership with the United Nations Institute for Training and Research (UNITAR), targeting young legal talent from Qatar and the Gulf Cooperation Council (GCC) member states to develop practical and innovative solutions to contemporary challenges facing the justice sector.
The initiative forms part of the Ministry of Justice’s efforts to strengthen the rule of law, support responsible digital transformation and develop legal and technical capabilities. It aligns with the objectives of the Ministry’s 2025–2030 Strategic Plan to improve the quality of legal services, consolidate institutional excellence, build a future-ready workforce, promote innovation and continuous development, and strengthen effective institutional partnerships.
The two organisations invited eligible candidates to participate in the programme, which Doha will host from March 21 to 28, 2027. It combines specialised training, expert mentorship and teamwork within multidisciplinary legal teams.
The programme is built around an integrated training framework that enables Gulf talent to develop innovative legal solutions through learning by doing. Participants will learn to identify and analyse challenges facing the justice sector, select the most appropriate technologies to address them, and apply their acquired knowledge and skills to develop practical solutions and prototypes under the supervision of legal and technology experts.
The Challenge focuses on four priority areas: the responsible use of artificial intelligence in the justice sector; providing accurate and reliable legal information clearly; using technology to facilitate access to digital legal services and improve their efficiency; and developing multilingual solutions that help overcome barriers to understanding or benefiting from legal information.
Dr. Jassim Saleh Al-Kuwari, Assistant Undersecretary of the Ministry for State Cases Affairs and Chair of the Organising Committee of the Justice, Tech & Youth Innovation Challenge, said empowering Qatari youth is among the Ministry of Justice’s strategic priorities. He added that the Ministry seeks to activate digital-transformation programmes and plans in the justice sector as part of its commitment to strengthening the rule of law, improving the efficiency of justice institutions and facilitating secure, reliable and accessible legal services.
He said the Ministry’s partnership with UNITAR reflects its commitment to localising legal expertise and building partnerships that advance the strategic objectives contained in the executive plan for the Ministry’s 2025–2030 Strategy, particularly its training, qualification and national-capacity-building pillar. The initiative reflects several implementation priorities, including developing talent, strengthening institutional partnerships, improving the efficiency of legal services through modern technologies, consolidating a culture of innovation and continuous learning, and developing reliable digital solutions centred on beneficiaries’ needs.
Dr. Al-Kuwari added that the Ministry aims through the regional Challenge to expand legal cooperation among the justice ministries of the GCC states. This includes attracting promising talent from across the GCC, strengthening the exchange of knowledge and expertise, and developing practical solutions that contribute to modernising Gulf justice systems while upholding trust, transparency and legal responsibility.
Michelle Gyles-McDonnough, United Nations Assistant Secretary-General and Executive Director of UNITAR, said the programme provides an opportunity to attract talent from across the GCC member states. She described it as an investment in human capabilities and regional cooperation.
