The Ministry of Justice (MoJ) confirmed that the issuance of Law No. (17) of 2026 on International Treaties and Agreements, and the Amiri Decree No. (39) of 2026 regulating their contract, represent an integrated system that establishes a more integrated institutional approach in the management of this vital file, in a way that enhances the efficiency of government work and supports the achievement of the goals of the Qatar National Vision 2030 and the Third National Development Strategy (2024-2030).
The Ministry explained in a statement today that the new system regulates the various stages of the international treaty or agreement, starting from studying the need for it, evaluating and preparing it, through legal review, presentation and approval, to following up on its implementation and identifying its tangible results, noting that the implementation of the provisions of the law and the Amiri decision will start from January 2027.
In this context, HE Saeed bin Abdullah bin Saeed Al Suwaidi, Undersecretary of the Ministry of Justice, stressed that the Amiri Law and Decree establishes a more comprehensive legal and institutional framework that ensures a balance between the requirements of expanding international cooperation and protecting national interests, pointing out that international agreements represent a key tool for transforming cooperation with countries and organizations into partnerships and initiatives that achieve added value for the country and society.
For his part, Mr. Khalid Mohammed Al-Khamis Al-Obaidli, Assistant Undersecretary for Agreements and International Cooperation Affairs at the Ministry of Justice, explained that the new system aims to unify government practices and improve work efficiency, stressing that the importance of the agreements is measured by the tangible effects they achieve on citizens, residents and the national economy, such as facilitating travel, enhancing investment opportunities, and judicial and legal cooperation.
For her part, Ms. Sarah Abdullah Al Suwaidi, Head of the Unified and Model Legislation Section at the General Directorate of Legislation at the General Secretariat of the Council of Ministers, indicated that the new framework promotes integration between the competent authorities from the early stages of preparing the agreements, while studying their effects on national legislation and making the necessary legislative adjustments before presenting it to the esteemed Council of Ministers, in order to ensure full consistency between international obligations and the country's legislative system.
