Expatriate workers in Qatar are required to get a No Objection Certificate (NOC) from their sponsor when they wish to switch jobs or transfer sponsorship in the country.
If an employee is seeking a job change he would need a NOC from his current employer.
However, NOC from the previous employer is no longer required for changing jobs if the employee has completed five years in an indefinite, open-ended contract term.
For those who are under personal or family sponsorship, they need a NOC from their father or husband.
Females who are unmarried and under their father’s sponsorship can work in the private sector by providing a NOC from their father but won’t be required to change their sponsorship.
For females who are married and under their husband’s sponsorship, they can work as well by just providing a NOC from their husband.

Male employees, however, must change their sponsorship under the company name or that of a Qatari national and the same goes for those male employees’ sons, who are under family or their father’s sponsorship.
However, there has been a recent proposal in Qatar law, according to which the sons of expatriates who are born in Qatar would be able to work in the private sector without the need of changing their sponsorship.
They would be able to work by providing the NOC from their father. This law has been proposed in October 2019 and is expected to be implemented this year.
Once implemented all the members of the family will be allowed to work without changing their family sponsorship.
The Assistant Undersecretary of Labor Affairs at the Ministry of Administrative Development, Labor and Social Affairs (MADLSA) said that the new proposal would bring positive results in the labor market and benefit Qatari citizens and residents alike to take advantage of this untapped workforce.
The new proposal will reduce the costs of recruitment and housing expenses for the employer, and take advantage of the employees’ familiarity with the customs and traditions of the Qatari society.
