Signage Permits for Qatar Businesses: Fees & How to Apply

If you are opening a shop, café, clinic or office in Qatar, don't assume you can install a sign above the entrance as soon as the fit-out is finished.

Commercial signage and advertising are regulated under Law No. 1 of 2012 on the Regulation and Control of Advertising, together with the current Ministerial Decision No. 202 of 2023 on advertising types, permit periods, guarantees and fees.

The key point for business owners is that not every sign carries the same fee.

A normal identification sign displaying the name of a commercial, industrial or professional premises is currently exempt from the advertising licence fee, while additional advertising, sponsor logos, LED screens, vehicle advertising and promotional signage can attract separate charges.

You still need to follow the applicable licensing and approval process before installing regulated signage.

Municipality & signage permits for Qatar businesses at a glance

Qatar's advertising law generally prohibits placing an advertisement without first obtaining the relevant licence from the competent authority.

For most ordinary commercial premises, the relevant authority is the Ministry of Municipality and the competent municipality, with applications currently available through Qatar's Single Window advertising licence service.

The current legal framework distinguishes between:

• Monthly advertisements
• Annual advertisements
• Identification signs

That distinction matters because a simple business-name sign can be fee-exempt, while an LED advertising screen or sponsor logo may attract an annual charge.

The law also allows a municipality to remove signage that breaches licence conditions. Since a 2025 amendment, certain advertising violations can carry fines of up to QAR 30,000, in addition to removal and restoration costs.

Who issues signage and advertising permits in Qatar

For ordinary business signage, licences are issued through the competent municipality under the Ministry of Municipality.

The Single Window service currently lists the Ministry of Municipality as the relevant entity and gives the ministry contact number as 184.

Applications can be started through the Single Window investor platform, rather than relying only on an older Ministry web portal.

The current Single Window service requires:

• a registered Tawtheeq account;
• a valid Qatar ID; and
• no official prohibition affecting the owner or partners.

Depending on the sign, supporting documents can include the proposed design, dimensions, fixing method, owner approval, traffic approval where relevant, vehicle registration for vehicle advertising, and promotional approvals for temporary campaigns.

One qualification: the Municipality is not the sole advertising authority in every location. Qatar's advertising law gives certain other bodies regulatory authority over advertisements in areas such as airports, ports, sports facilities, hotel/tourism establishments and designated investment zones.

Types of signage permits and what they cover

The current legal classification under Ministerial Decision No. 202 of 2023 is more precise than the older temporary-versus-annual wording still visible on some service pages.

Monthly advertising permits

Monthly advertisements can be licensed for between one day and three months, with renewal possible for similar periods.

Examples in the current schedule include:

• special-offer and discount advertising outside the shop;
• commercial flags in mall or complex parking areas;
• advertising boards on buildings;
• exhibition and theatrical advertising;
• illuminated or laser advertising;
• gas-filled advertising structures;
• promotional car displays;
• street-light pole advertisements;
• movable promotional boards; and
• sponsor advertising on shopfront glass.

This is a better description than calling these signs “temporary permits charged per year.”

Annual advertising permits

Annual advertising permits can run for between one day and one year, and can be renewed.

The schedule includes categories such as:

• advertising stickers on vehicles;
• sponsor logos or product names added to a shop's main sign;
• changing electronic displays;
• external company-name advertisements on buildings;
• directional advertising signs;
• commercial lightboxes;
• construction-site advertising;
• roadside advertising; and
• other advertising installations on buildings.

These are different from the ordinary identification board showing the name of the shop itself.

Identification signs

This is the category most relevant to a new shop, clinic, café or office.

The 2023 decision specifically covers identification signs for:

• buildings;
• residential complexes;
• commercial and industrial shops;
• similar establishments; and
• premises used for professional activities.

Importantly, the current fee schedule states that identification signs displaying the names of commercial, industrial and similar shops and professional premises are exempt from the permit fee.

So a normal shop-name fascia should not automatically be budgeted at QAR 200 per square metre.

Vehicle advertising permits

Advertising on company vehicles is also regulated.

The current annual schedule lists an advertising sticker on a vehicle at QAR 100, while the Single Window service describes vehicle advertising as charged per side and by area.

Because the legal schedule and Single Window wording are not perfectly aligned in how the calculation is presented, businesses should let the system calculate the final amount for the specific vehicle and design rather than relying on a generic manual estimate.

Identification signage

• Business-name identification sign for a commercial, industrial or professional premises: fee-exempt
• Additional identification sign on a commercial shop: fee-exempt

Monthly advertising examples

Many current monthly categories carry a QAR 20 fee, including promotional banners, building advertising boards, event advertising, commercial flags and certain shopfront promotional advertising.

A shop-window advertisement itself is listed as fee-exempt, while car-raffle prize signage is QAR 400.

What about QAR 20 inside Doha and QAR 10 outside?

This wording still appears in the current Single Window service, which describes temporary signage at QAR 20 per square metre inside Doha and QAR 10 outside Doha.

However, the newer Ministerial Decision No. 202 of 2023, which is currently in force, replaced the previous advertising fee table and now sets out specific monthly, annual and identification-sign categories.

The security deposit

Under the 2023 decision, the applicant must pay a one-time guarantee equal to 50% of the advertising licence fee.

The guarantee is refundable after the licence period ends, provided the municipality confirms that there were no breaches and that the advertisement was properly removed.

For a fee-exempt sign, there is no licence fee amount on which to calculate a percentage-based guarantee.

How long each permit lasts

Under the current legal framework:

• Monthly advertisements: from 1 day to 3 months, renewable for similar periods.
• Annual advertisements: from 1 day to 1 year, renewable.
• Identification signs: remain valid until the sign itself is no longer valid or the purpose for which it was installed ends.

This means the original advice to place every normal business sign on a yearly renewal cycle is too broad.

A standard identification sign does not operate in exactly the same way as an annual advertising licence.

Who is exempt from signage permit fees

The exemptions are wider than the original article suggests.

Current fee-exempt examples include:

• identification signs showing the names of commercial and industrial shops and professional premises;
• additional identification signs on commercial premises;
• identification signs for government entities;
• identification signs for religious and charitable organisations; and
• certain shop-window advertising.

The Single Window service also currently lists government entities and election advertising among its exemptions for certain advertising categories.

Fee exemption should not be confused with an exemption from the broader licensing and design rules.

How to apply for a municipality signage permit

The current business route is through Qatar's Single Window advertising licence service.

A practical application looks like this:

1. Confirm which category your sign falls into
2. Is it a simple identification sign, a promotional advertisement, an LED display, a vehicle advertisement or another annual advertising format?
3. Prepare the design and supporting documents
4. The Single Window service lists documents that can include a stamped signage design, dimensions, colours, fixing method, property-owner approval and relevant external approvals.
5. Log in through Tawtheeq
6. The current service requires an authenticated account and valid QID.
7. Submit the advertising licence application
8. Provide the sign type, location, dimensions and supporting documents.
9. Pay any applicable licence fee and guarantee
10. Where a fee applies, the 2023 regulations also require the 50% financial guarantee.
11. Wait for approval before installation
12. The Single Window service currently gives an approximate processing time of three days, although the underlying advertising law gives the competent municipality up to 15 days to decide on an application.
13. Install the sign according to the approved design

Do not materially change the dimensions, location or form after approval without checking whether the permit needs amendment.

Practical tips before you order your shopfront sign

• Work out whether it is identification or advertising first.
• A board simply identifying your business is treated differently from a promotional billboard or sponsor sign.
• Don't automatically budget QAR 200/m² for your main shop name.
• Standard commercial identification signs are currently fee-exempt.
• Check the Arabic requirement early.
• Qatar's advertising law requires Arabic to be the primary language; another language can be added subject to municipal controls.
• Get landlord approval where needed.
• If you do not own the property, the application can require written owner approval.
• Keep sponsor logos small enough.
• Under the current rules, a sponsor logo or product name included on a shop sign must not exceed 30% of the sign's total area.
• Be careful with LED and changing screens.
• These fall into a separate annual category and carry a higher scheduled fee.
• Do not install first and ask later.
• The advertising law requires the relevant licence before the advertisement is placed.
• Remember the penalties.
• Since the 2025 amendment, violations of key advertising provisions can carry fines of up to QAR 30,000, and the offending sign can be ordered removed at the owner's expense.
