Qatar has launched a guidance tool to promote fair recruitment and employment in the country's hospitality sector.
This was announced during a virtual meeting organized by the Ministry of Administrative Development, Labor, and Social Affairs (MADLSA) yesterday.
At the meeting, the His Excellency the Minister of Administrative Development, Labor and Social Affairs Yousuf bin Mohamed Al Othman Fakhro highlighted the importance of the guidance tool.
The 'Promoting Fair Recruitment and Employment: Guidance Tool for Hotels in Qatar,' has been established under the joint efforts of MADLSA, Qatar Chamber, International Labor Organization Project Office for the State of Qatar (ILO-Qatar), Institute for Human Rights and Business, and International Tourism Partnership.
"Hospitality represents a significant and growing industry in the country, with a concentration of major international hotel brands and a number of new hotel openings anticipated in the run-up to the 2022 World Cup. This Guidance Tool is intended to help hotel companies in Qatar promote labor rights and fair recruitment in their business practices as part of wider efforts to strengthen a competitive and responsible hospitality industry," the introduction of the guidance tool states.

As Qatar ambitions to transform into an advanced country under its National Vision for 2030, the focus is on achieving sustainable development and the continuity of decent living for its people, generation after generation, in a society that promotes the values of justice and equality, HE the Minister underlined.
The recent labor reforms are within the framework of achieving QNV 2030 and the Ministry is committed to implementing them within the standards of decent work and the framework of the sustainable growth system for all sectors in the country, he mentioned.
Chairman of Qatar Chamber Sheikh Khalifa bin Jassim Al Thani pointed out that the hospitality sector must display its leadership in advancing labor reforms in Qatar.
He affirmed Qatar Chamber's support for hotels to enhance their commitment to the standards of fair employment, which would also benefit all companies in other sectors.
Issues pertaining to employment contracts, passports, identity papers, working conditions, workers housing, equality and non-discrimination, changing employer and returning to the country of origin, and grievance mechanisms, were also discussed at the meeting.
The Guidance Tool is designed mainly for hotel human resources managers, general managers, and other relevant actors within the industry, the guide states.
The guide covers three essential areas including: 'defining company priorities and expectations’, 'due diligence of service providers, placement agencies and recruitment practices', and 'improving workplace relations and establishing effective grievance mechanisms.'
"It has been developed in consultation with human resources managers from more than 40 hotels in Qatar and is a result of regular Working Group sessions that took place between March 2019 and April 2020," the guide mentions.
The guidance tool is available here.
