Qatar Rebuts Iranian Claims With UN Records of Attacks

Qatar has said the Iranian side's selective citation of a safety and security risk assessment prepared for the ITU Plenipotentiary Conference is misleading, calling instead for reference to documents formally submitted by Qatar to the United Nations.

Qatar said its identical letters dated March 1, 2026, under document S/2026/110, recorded the launch of Iranian missiles over civilian, commercial and residential areas and reported injuries to 16 people.

It also referred to a letter dated July 20 that documented further attacks in which three people, including a child, were injured.

Qatar said the document being cited by the Iranian side was a safety and security risk assessment prepared for operational purposes for the ITU Plenipotentiary Conference. It stressed that the assessment was neither a comprehensive factual record nor a legal assessment of the events.

According to Qatar, the document itself acknowledges direct attacks inside the country, including the March 18 attack on gas facilities in Ras Laffan, as well as the temporary closure of Qatari airspace and the impact on civilian life.

Qatar added that the success of the Qatar Armed Forces in intercepting Iranian missiles and drones did not diminish the gravity of the attacks or remove accountability from those responsible.

It also said the attack on Ras Laffan had been formally documented in Qatar's letter S/2026/207 and rejected its description as "alleged", noting the importance of the facilities both as national assets and within the global energy security architecture.

Qatar reiterated that it is not a party to the conflict and said attacks on its territory and civilian infrastructure, the endangerment of its population and destabilising actions in the Strait of Hormuz cannot be justified as "legitimate responses".

The State said such acts constitute violations of international law and reaffirmed its longstanding position that dialogue and peaceful means remain the best way to resolve differences.

Qatar said it will continue its diplomatic efforts to de-escalate tensions and promote security and stability in the region.
