Qatar Strengthens Its Global Contribution Through Candidacy for ITU Council Membership for 2027–2030

The State of Qatar has announced its candidacy for membership of the International Telecommunication Union (ITU) Council from Region E (Asia and Australasia) for the 2027–2030 term, reinforcing its longstanding partnership with ITU, advanced expertise in the telecommunications and Information and Communication Technology (ICT) sector, and commitment to helping build a secure, inclusive and sustainable digital future.

The Council serves as ITU’s governing body between Plenipotentiary Conferences. It comprises 48 Member States and plays a central role in overseeing the Union’s policies, strategies and activities and monitoring the implementation of its decisions.

The Council election will be held during the ITU Plenipotentiary Conference 2026 (PP-26), hosted in Doha from 9 to 27 November 2026. Member States entitled to vote will take part, with Region E allocated 13 seats that will go to the candidates receiving the highest numbers of votes within the region.

Qatar’s candidacy builds on more than five decades of partnership with ITU since joining the Union in 1973, as well as its active participation in the organization’s work and initiatives and its contribution to cooperation and the exchange of knowledge and expertise among Member States.

Qatar’s advanced standing in the ICT sector forms another key pillar of its candidacy, supported by sophisticated digital infrastructure, a regulatory environment that encourages innovation, and extensive experience in developing the sector and advancing digital transformation. This expertise enables Qatar to add value to the Council’s work and help address the sector’s shared priorities and challenges.

Qatar’s candidacy is based on three principal strategic priorities. The first is recognizing telecommunications services as a fundamental human right to ensure universal access to information and vital services.

The second priority focuses on advancing globally inclusive innovation by supporting regional cooperation and ensuring equitable access to emerging technologies such as fifth-generation (5G) networks, Artificial Intelligence (AI), quantum computing and the Internet of Things. The third seeks to advance universal and meaningful connectivity through reliable, secure and affordable digital infrastructure that helps bridge the digital divide and support inclusive growth.

Eng. Hussain Abdulla Salatt, Public Relations and Communication Manager at the Communications Regulatory Authority (CRA), expressed hope that Qatar would secure membership of the ITU Council, enabling it to employ its expertise and capabilities to contribute effectively to the Council’s work, support cooperation and knowledge exchange among Member States, and help turn shared priorities into tangible outcomes. He added: "We also look forward to the confidence and support of Member States for the State of Qatar’s candidacy, and to working together in a way that serves the future of the ICT sector globally."

He added that Qatar’s candidacy also reflects its aspiration to continue serving as an active and constructive partner within ITU, supporting international cooperation and contributing to a more connected, inclusive and sustainable digital future.
