Sewerage Connection & Discharge Fees in Qatar 2026

Own a villa, an apartment or a commercial unit in Qatar and wondering what it costs to connect to the public sewer network in 2026? Here's the short answer. The foul sewer house connection fee ranges from QAR 0 (free) for a Qatari citizen's first home, up to QAR 12,000 for additional homes, commercial units and government properties. On top of that, most non-Qatari households and organisations pay an ongoing wastewater disposal charge equal to 20% of the monthly water bill. Here are the updated 2026 sewerage connection and discharge fees in Qatar for villas, apartments and commercial properties in full.

Sewerage fees in Qatar 2026 at a glance

There are two separate charges to understand, and people often mix them up:

  • The one-off house connection fee — paid once when your property is physically connected to the public foul sewer network.
  • The recurring wastewater disposal charge — a monthly amount added to your utility bill for as long as you use the public sewerage service.

The connection fees in 2026 continue to follow the schedule set out in Ministerial Resolution No. 211 of 2019. The rates have not changed, and they apply across villas, apartments and commercial premises.

What the connection fee actually covers

The connection fee is charged per “house connection request” — that means one villa, one apartment or one commercial unit connected to the foul sewer line. It is not calculated by the size of your plot or the number of bathrooms.

Importantly, the diameter of the connection pipe does not change the fee. Whether your property connects with a 100 mm, 150 mm or 200 mm line, the residential fee schedule stays the same for qualifying homes.

Connection fees for residential properties (villas and apartments)

Residential connection fees in Qatar depend on two things: whether the owner is a Qatari citizen or a non-Qatari, and whether it's the first property or an additional one.

Qatari owners

  • First private residential house (villa or apartment) — QAR 0. The foul sewer house connection for a Qatari citizen's first home is free of charge.
  • Second and each subsequent home — QAR 12,000

Non-Qatari owners

  • First private residential house — QAR 6,000 for the connection request.
  • Second and each subsequent home — QAR 12,000

So a non-Qatari resident who owns a single freehold apartment on The Pearl or a villa in an eligible area pays the QAR 6,000 first-home rate, while further properties are charged at the higher QAR 12,000

Connection fees for commercial and governmental properties

For commercial and governmental buildings — offices, shops, warehouses, industrial units and public facilities — the fee is a flat QAR 12,000 per house connection request. This applies regardless of the property type or the ownership category, and it applies to every connection request, not just the first.

If you're setting up a business unit in West Bay, Lusail, the Industrial Area or anywhere else in Qatar, budget QAR 12,000

Older properties built before 2019

There's an important exemption for existing buildings. If a property was built and approved before 2019 but is not yet connected to the public sewer network, the rules are more generous for homes:

  • Residential properties in this category are connected free of charge, regardless of the owner's nationality.
  • Commercial and governmental properties do not get this waiver — they continue to pay the applicable service fee (QAR 12,000 per connection).

This is worth checking if you've bought or inherited an older villa that was previously on a septic tank or soakaway system.

The ongoing wastewater disposal charge (20% of your water bill)

Once your property is connected and using the public sewerage service, there's a recurring cost. For non-Qatari houses and all organisations connected to the network, a wastewater disposal charge is billed at 20% of the value of your monthly water bill issued by the national electricity and water corporation. Note that the exempt category is Qatari citizens' own residences; commercial and organisational properties pay the charge irrespective of ownership.

In other words, if the water portion of your bill for a month is, say, QAR 200, the wastewater disposal charge would be around QAR 40 on top. The percentage stays fixed, so the amount moves up and down with how much water you consume.

The charge is applied automatically on your monthly utility bill — there's no separate payment channel or manual step. You'll simply see the wastewater line item added to the bill for any property connected to the public network.

Who is exempt from the wastewater charge

Not everyone pays the 20% wastewater disposal charge. Qatari citizens and certain government employees who receive full utility exemptions — meaning their water and electricity bills are fully subsidised — do not incur the wastewater charge, because there is no billed water value to apply the 20% against.

For most expat residents renting or owning in Qatar, however, the charge does apply and appears as a standard part of the monthly bill.

How to check your tariff

You can verify your exact water and wastewater charges through the official tariff-calculation interface of the national electricity and water corporation. Because the wastewater charge is computed as a percentage of your water usage, the amount is always tied to your metered consumption for the billing period.

A few practical tips:

  • Check whether your property is billed under a residential or commercial category — this affects both the connection fee and the wastewater treatment.
  • For a new build or a plot you're developing, factor the one-off connection fee into your construction budget early.
  • If you rent, the monthly wastewater charge usually forms part of your utility account rather than your landlord's, so it's your ongoing cost.

These figures are based on the fee schedule set out in Ministerial Resolution No. 211 of 2019, which remains in force for 2026. For more on living, buying and paying bills here, browse Qatar properties listings on Qatar Living and our practical guides for residents in Qatar.
