The signing of the Memorandum of Understanding (MoU) between Hamad Bin Khalifa University’s College of Public Policy (CPP) with the Astana Civil Service Hub has contributed to its goal to facilitate effective policy management and development.
The MoU signed on October 12 has laid the foundation for future collaborations between the two institutions, aiming to promote the sharing of information and establishing network connections through the region of Central Asia. It has sanctioned joint research projects on public management in the scenario of the upcoming 2022 FIFA World Cup in Qatar. In the context of public administrations and CPP’s research projects and initiatives, The Hub will facilitate the exchange of information, expertise, and best practices.
This will also include mentracker.org, a recently launched website that tracks, and analyses responses made by the government to the current pandemic in 10 Middle Eastern and North African countries.
Astana Civil Service Hub started in 2013, aiming to promote and support civil service effectiveness throughout Central Asia and further afield by building institutional and human capacity. Hence, allowing the Hub to become a multilateral platform to facilitate the transfer and exchange of experience and knowledge between countries involved. Primarily, the key activities include partnership and network building, peer-to-peer learning, and research and knowledge management.

Dr Leslie A. Paul, founding Dean of CPP
Expressing his delight regarding the signing of the MoU, Dr Leslie A. Paul, founding Dean of CPP, stated that “The Hub has a membership of over 40 countries and activities and projects with over 30 more. It is supported by the United Nations Development Program and has strong relations with the Organisation for Economic Cooperation and Development and other international organizations. This partnership paves the way for the College to extend our networks in Central Asia, and also to develop joint research projects and case studies in the near future.”
