Anyone who issues, sells, resells, or exchanges tickets without approval from FIFA will be fined not more than QR 250,000 under Law No. (10) of 2021 about preparations for the World Cup, according to a tweet from the Ministry of Justice.

Fans may not, under any circumstances, use or attempt to use tickets for advertising, promotions, incentive programs, contests, giveaways, raffles, or as part of hotel, flight, hospitality, or travel packages, or engage a third party to facilitate or seek offers for the transfer of tickets, whether in person or online. This includes any use or attempted use of tickets for any of the following: sale, offer at auction, give-away, or other transfer.

Illegally transferred tickets lose their validity and are subject to cancellation at any moment and without prior notice. There may be civil and criminal fines and penalties for any real or attempted transfer of any tickets in violation of the Ticket Terms of Use.

According to the website, individuals who are unable to attend a game may list all of their tickets for resale on the official FIFA Resale Platform.

In regards to transfer of guest tickets, A ticket applicant is only entitled to assign tickets to guests either free of charge or for a fee not larger than the face value of the ticket. Guests are not permitted to transfer tickets in any way, as stated in the Ticket Terms of Use. A ticket must be returned to the applicant if a guest is no longer able to utilize it. Reassigning a ticket to a different guest is only allowed by the primary ticket holder.
