Qatar’s Ministry of Commerce and Industry has set out a series of requirements for driving schools when contracting with customers, as part of efforts to protect consumer rights.
The Ministry said driving schools have been given a one-month grace period from the date of notification to regularise their status and comply with the requirements.
After the grace period, MOCI will conduct field inspection campaigns to check compliance.
Written contract required before collecting fees
Under the requirements, driving schools must not collect fees from a consumer unless there is a clear written contract covering the service being provided.
This is intended to give customers a clear record of the terms they have agreed to before making payment.
The measures are being implemented in accordance with Consumer Protection Law No. 8 of 2008.
Training start date must be included
Driving schools must also specify the actual start date of training in the contract.
This requirement gives customers clearer information about when their lessons are expected to begin and forms part of the contractual obligations between the school and the consumer.
Customers must be able to obtain permit number
Another requirement is that customers must be able to obtain the permit number issued by the General Directorate of Traffic.
The Ministry highlighted this as part of the information driving schools must make available to consumers when providing training services.
Inspections to follow grace period
Driving schools have one month from the date they are officially notified to comply with the requirements.
Once that period ends, MOCI will begin field inspections to verify that schools are following the rules.
How to report a violation
Consumers who believe a driving school is not complying with the requirements can report the issue through:
- MOCI Call Centre: 16001
- Ministry of Commerce and Industry official social media accounts
The measures apply to driving schools operating in Qatar and consumers seeking driving training services.
