Qatar Participates in UN Peacebuilding Commission Ministerial Meeting

Qatar participated in the United Nations Peacebuilding Commission's ministerial meeting on "National Ownership in Practice: Strengthening Inclusive State Institutions Through International Support for Peacebuilding", held on the sidelines of the 81st session of the United Nations General Assembly in New York.

Qatar was represented at the meeting by HE Dr Mohammed bin Abdulaziz bin Saleh Al Khulaifi, Minister of State at the Ministry of Foreign Affairs.

In a statement during the meeting, HE the Minister of State at the Ministry of Foreign Affairs welcomed the attention given to national ownership, national leadership and inclusivity by the 2025 review of the United Nations peacebuilding architecture. He noted that national ownership is of central importance to peacebuilding efforts and that inclusive, accountable and resilient institutions are indispensable to sustaining peace and preventing the recurrence of conflict.

He stressed that national ownership must be inclusive, providing women, young people, civil society and marginalised communities with opportunities to participate in decisions affecting peace, recovery and development.

His Excellency said that if international support is to be effective, it must be driven by demand, respond to national priorities and strengthen the ability of state institutions to serve every member of society rather than replace those institutions. He also called for coordination across the United Nations system, international financial institutions and regional organisations, noting that the Peacebuilding Commission is uniquely positioned to ensure that such support is coherent and aligned with national priorities.

His Excellency continued: "Qatar's commitment to peacebuilding begins with Qatar National Vision 2030 and the Third National Development Strategy 2024-2030, which place particular emphasis on social cohesion and women's participation, based on our conviction that peace is strengthened through institutions that uphold justice, opportunity and participation."

HE the Minister of State at the Ministry of Foreign Affairs explained that Qatar's foreign policy is based on preventive diplomacy and the peaceful settlement of disputes. He said Qatar's mediation efforts seek to create the conditions for sustainable political solutions founded on dialogue, respect for the concerns of the parties and sustained support for implementation. Recent examples include the Doha Framework for Peace between the Government of the Democratic Republic of the Congo and the Congo River Alliance/March 23 Movement.

His Excellency said Qatar had provided more than USD 7 billion in recent years for humanitarian and development projects in more than 100 countries, particularly conflict-affected states. This assistance contributes to addressing the root causes of instability and strengthening the ability of communities and institutions to withstand shocks.

His Excellency noted that national ownership cannot be approached in practical terms without considering the circumstances of the crisis facing the Gulf region, foremost among them the closure of the Strait of Hormuz and its severe humanitarian consequences for civilians within and beyond the region.

He reiterated Qatar's position that freedom of navigation through this vital passage is an established principle that cannot be compromised. He said the minimum required at the current stage is the restoration of navigation through the Strait of Hormuz in accordance with international law and United Nations Security Council Resolution 2817 of 2026.

In this context, His Excellency stressed that any future arrangements concerning the management of the strait should be based on regional consensus and full respect for international law in a manner that preserves the region's security and stability.

His Excellency said strengthening national institutions requires adequate, sustainable and predictable financing, including through the Peacebuilding Fund. Qatar contributed to the fund's budgets for 2023 and 2024, while its total contributions since the fund's establishment have reached USD 1 million.

His Excellency renewed Qatar's commitment to working with all partners to advance nationally owned peacebuilding efforts, build inclusive state institutions and promote sustainable peace for present and future generations.
