Want to earn some extra income alongside your job or university studies? There are ways to take on additional work or build a small business in Qatar, but the legal route matters just as much as the idea itself.
A full-time employee cannot simply start working for another company because their current employer says it is fine, and having a student or family residence permit does not automatically give you unrestricted permission to take paid freelance work.
The right route depends on your residence status, whether you are working for another employer or operating your own business, and the type of activity involved.
Here is what young residents should know before accepting that first paid project.
First, check how you are allowed to work
Before looking for clients, identify which category applies to you.
If you already work for an employer
Qatar’s regulations provide a route for an expatriate employee to work part-time for another employer in addition to their original job.
This is more than an informal agreement between you and your manager. The additional work should follow the Ministry of Labour’s authorised process.
The Ministry also provides a secondment-work-permit service. Under this system, a temporary employer can submit a request for an employee who is already registered with another establishment. The arrangement may be part-time or full-time for the approved period, while the employee remains linked to the original employer.
If you want to take a paid second job, ask the prospective employer to confirm the exact Ministry of Labour procedure that will be used before starting work.
Do not rely only on a verbal agreement, WhatsApp message or informal “NOC”.
If you live in Qatar under family sponsorship
Family residency does not automatically mean that you can take any paid job without further authorisation.
The Ministry of Labour allows establishments to apply for work permits for eligible residents who are already in Qatar under family sponsorship. This enables a person to obtain the required work authorisation without necessarily following the same residency process as somebody recruited from overseas.
If a company wants to hire you part-time or full-time, ask its HR team whether it will arrange the appropriate work permit.
If you are a university student
Do not assume that a student residence permit gives you a general right to freelance or take a job anywhere in Qatar.
Start with your university’s official student-employment, career or international-student office.
Some universities provide structured opportunities for students.
Qatar University, for example, operates a Student Employment Program through which eligible students can take paid administrative or academic roles within the university.
Qatar Foundation also operates Mehnaty, a paid work-study programme for eligible students at its universities. The programme currently allows up to 20 hours of work per week during the semester and advertises a fixed rate of QAR 50 per hour.
These programmes are useful because the work is organised through the institution rather than leaving students to guess whether an outside job complies with their status.
If you study somewhere else, check that university’s rules before accepting paid work.
What about freelancing for yourself?
This is where the word “freelancer” can be misleading.
Qatar does not have one universal personal freelance permit that automatically lets every resident sell services independently.
If you want to operate your own activity, you need to look at the appropriate commercial or professional licensing route.
Home-project licences
The Ministry of Commerce and Industry has a home-project licensing framework covering dozens of approved activities.
The Ministry expanded the list to 63 activities in 2024, including examples such as:
- Translation
- Custom software design and programming
- Photography
- Interior-decoration design
- Tailoring and sewing
- Jewellery design
- Selected trading activities
- Food preparation and related activities
- Repair and maintenance of certain products
Applications can be made electronically through the Ministry’s Single Window.
This does not mean that every resident automatically qualifies for every activity. The licence holder, property and activity must meet the applicable requirements, and some activities require approvals from other authorities.
If your idea involves food, education, health, fitness or another regulated field, check the additional licensing requirements before advertising or taking payment.
Setting up a larger business
If a side project develops into regular commercial activity, a formal company may be more appropriate.
Depending on the activity and ownership structure, businesses can be established through routes including the Ministry of Commerce and Industry, Qatar Financial Centre or Qatar Free Zones.
These are business-registration and licensing frameworks, not shortcuts for doing occasional freelance work without authorisation.
Before paying for a company set-up package, confirm that the chosen jurisdiction actually licenses your activity and allows you to serve the clients you are targeting.
Side-hustle ideas worth exploring
The best starting point is a skill you already have and an activity that has a clear legal route.
Digital and creative services
Depending on the licence or employment arrangement, possibilities can include:
- Graphic design
- Website design
- Software development
- Video editing
- Photography
- Translation
- Content production
- Social-media content creation
If you already have examples of your work, build a small portfolio showing exactly what you can deliver rather than advertising yourself as someone who “does everything”.
Photography and event services
Photography is among the activities included in the Ministry of Commerce and Industry’s expanded home-project framework.
You could build a portfolio around areas such as:
- Product photography
- Corporate portraits
- Graduation photography
- Family shoots
- Event photography
- Social-media content
Check whether your particular activity, location or event requires additional approval before accepting bookings.
Software and digital services
Custom software design and programming are also included in the Ministry’s expanded list of home-project activities.
Possible services include:
- Small business websites
- Landing pages
- Simple internal tools
- Website maintenance
- E-commerce support
- App prototyping
Define the scope clearly before starting. A “small website” can quickly become weeks of additional work if revisions, hosting, copywriting and ongoing maintenance are not agreed in advance.

If you work between Arabic and another language, you could focus on areas such as general business copy, digital content or other non-regulated material.
Legal, certified, medical and other specialist translations may have additional professional requirements, so do not advertise certification that you are not authorised to provide.
Selling products from home
Some home-project licences cover selected trading, handmade and production activities.
If you want to sell clothing, accessories, gifts, food or other products through social media, check that the exact product category appears within your permitted commercial activity.
Selling through Instagram or another platform does not remove the licensing requirement.
Tutoring and educational work
Be more careful with tutoring.
Qatar regulates educational-service centres offering activities such as remedial lessons, foreign-language teaching and computer education.
For students, a university-approved employment or tutoring programme may therefore be a cleaner starting point than advertising private lessons independently.
If you plan to make tutoring a business, check the Ministry of Education and Higher Education’s requirements for the activity you intend to offer.

Once you know that you can legally take the work, you can start looking for opportunities through several channels.

International platforms such as Upwork and Fiverr can connect you with clients outside Qatar.
However, earning from an overseas client does not automatically remove Qatar’s local rules concerning your right to work or operate a business.
Treat the platform as a way to find and manage clients, not as a substitute for the correct local legal status.
Your own network
Friends, colleagues and professional contacts can also lead to projects.
Be clear about what you offer. Saying “I design restaurant menus and social-media graphics” is much easier for someone to refer than “I do freelance work”.
How much can you earn?
There is no reliable standard freelance rate that applies across Qatar.
Pricing depends on:
- Your experience
- The complexity of the project
- Time required
- Equipment and software costs
- Travel
- Number of revisions
- Whether the work includes ongoing support
- Commercial usage of your work
- Whether you are working through a platform
- Your legal and business operating costs
Instead of choosing a random market rate, calculate what the job actually involves.
For project work, agree in advance on:
- What you will deliver
- When you will deliver it
- How many revisions are included
- The total price
- The payment schedule
- What counts as additional work
- Who owns the finished work
Do not automatically price yourself far below everyone else just because you are new. A clear, manageable scope is more useful than winning a project at a price that makes it impossible to deliver properly.
Getting paid properly
How you should be paid depends on how the work is structured.
Working for a second employer
If you are working under an approved employment or secondment arrangement, payment should follow the employment arrangement agreed with that employer.
Keep copies of your contract or approved documentation and payment records.
Running a licensed business
If you are operating through a licensed commercial activity, use proper invoices and keep records of your income and expenses.
Businesses providing goods or services to consumers should also follow Ministry of Commerce and Industry invoice requirements, including the requirement for detailed invoices in Arabic. Another language can be included alongside Arabic.
For project work, you can agree to staged payments or an advance payment before beginning, provided the terms are clearly written and appropriate for the transaction.
International clients
Freelance platforms often provide their own payment or escrow systems.
PayPal also currently supports sending, receiving and withdrawing money for Qatar accounts.
Before accepting international payments, check:

- Currency-conversion charges

- Refund and dispute rules
- The name that will appear on the payment
- Any documentation your bank may request
The payment method does not determine whether the underlying work is legally authorised, so sort out the work or business permission first.
Protect yourself before starting a project

- The price
