Qatar launches online permits for travellers carrying controlled medicines

Qatar’s Ministry of Public Health has launched an electronic system allowing arriving and departing travellers to apply for prior permission to carry controlled medicines for personal use.

Through the official platform, passengers can submit an application, monitor its status and receive the approved permit electronically before travelling. The system is intended to simplify procedures while maintaining pharmaceutical controls and ensuring controlled medicines are carried safely and legally.

Who should use the new system?

The service is intended for passengers entering or leaving Qatar who need to carry medicines classified as controlled or restricted for their personal treatment.

Travellers should consult the Ministry’s guidance booklet and controlled-medicines list to confirm whether their medication requires prior approval.

A permit application does not guarantee automatic approval. Each submission is reviewed by the Ministry’s Department of Pharmacy and Drug Control according to the applicable regulatory requirements.

How to apply for a controlled-medicine permit

Travellers must access the electronic system using Qatar’s National Authentication System.

They will then need to:

1. Complete the electronic application.
2. Upload the documents requested by the system.
3. Provide a valid medical prescription.
4. Submit the application for official review.
5. Track its progress and receive the permit electronically if approved.

The system allows both inbound and outbound travellers to complete the process before their journey rather than relying on manual procedures at the time of travel.

When should travellers apply?

The Ministry said completed applications will be approved or rejected within three working days once all requirements have been met.

Travellers are advised to submit their applications at least five working days before their scheduled travel date, allowing time to address incomplete documents or additional requirements.

The electronic service is designed to make the process clearer and more efficient for patients who need to continue prescribed treatment while travelling.

It also strengthens pharmaceutical oversight by allowing the Ministry to review prescriptions and supporting documents before controlled medicines enter or leave the country.

The initiative forms part of Qatar’s wider work to automate public-health services and develop a more efficient and resilient digital health system.
