MoPH issues guidance on 140 controlled medicines under electronic travel permit system

Qatar’s Ministry of Public Health (MoPH) has launched an electronic permit system allowing travellers to bring controlled medicines into or out of Qatar for personal use under strict conditions.

A guidance booklet lists 140 controlled medicines: 61 under the ‘Allowed Narcotic List with Conditions’ and 79 under the ‘Allowed Psychotropic List with Conditions.’ It explains eligibility, the online application steps, and includes the full medicine lists. It can be accessed here.

Through the new system, passengers can apply in advance, track their request, and receive permits electronically. The MoPH said the service is designed to simplify procedures while ensuring compliance with Qatari law.

Internationally or locally banned substances remain prohibited, as do medicines in Sub Schedule A and Sub Schedule B of Schedule 1 of Law No. 9 of 1987.

Travellers without prior approval must declare any narcotic or psychotropic medicines on arrival and present original prescriptions and medical reports.

For clearance, documents in English or Arabic must include the patient’s full details, diagnosis, medicine name, dosage, treatment duration, date of issue, and the treating physician’s name, signature and stamp, and be issued within the last six months by a recognised facility, with contact numbers.

A copy of the passport or Qatar ID and a signed undertaking that the medicines are for personal use are also required. Quantities are capped at 10 days’ prescribed treatment for narcotics and 60 days for psychotropic medicines.

Travellers needing more medication after arrival must consult licensed physicians in Qatar and obtain prescriptions through local pharmacies.

Injectable controlled medicines must be approved and administered under supervision at licensed facilities. The guidance cites Law No. 9 of 1987, Law No. 19 of 1993 and the International Narcotics Control Board’s Yellow and Green Lists as the key legal references.
