MOI warns licensed weapon owners against lending firearms to others

Qatar’s Ministry of Interior has reminded citizens licensed to possess or carry weapons that their licences are personal and limited to the licence holder, warning against lending, handing over or allowing another person to possess the weapon.

The Ministry said the restriction applies regardless of the relationship between the licence holder and the other person.

Weapon licence is personal

According to the Ministry, a licensed weapon must remain under the possession and responsibility of the person to whom the licence was issued.

Allowing an unlicensed individual to possess the weapon, whether by lending it, handing it over or otherwise enabling access, constitutes a violation of Law No. 14 of 1999 regarding weapons, ammunition and explosives and its amendments.

What penalties can apply?

The Ministry warned that violations could expose both the licence holder and the unlicensed person possessing the weapon to legal action.

Possible consequences include:

• Criminal liability
• Imprisonment
• Financial penalties prescribed by law
• Cancellation of the weapon licence
• Confiscation of the weapon
• Disqualification from obtaining a future licence

MOI stresses strict enforcement

The Ministry of Interior said it would not tolerate violations and would take the necessary legal measures against anyone found to have breached the applicable laws and instructions.

The warning forms part of the Ministry’s efforts to protect public safety and maintain security and stability in Qatar.
