Qatar’s Ministry of Labour has announced the cancellation of the licences of two manpower recruitment offices as part of its ongoing efforts to regulate the labour market and strengthen compliance with approved laws and regulations.
According to an official Ministry notice, the affected offices are Special Manpower Recruitment Office and Riviera Manpower Recruitment Office.
Which recruitment offices are affected?
The Ministry listed the following licence cancellations:
- Special Manpower Recruitment Office — licence cancelled under Decision No. 49 of 2026
- Riviera Manpower Recruitment Office — licence cancelled under Decision No. 48 of 2026
The Ministry did not provide specific reasons for the individual cancellations in the announcement.
Ministry continues labour market regulation
The Ministry said it continues its efforts to organise Qatar’s labour market and ensure recruitment offices comply with applicable legislation and approved regulatory requirements.
Recruitment offices operating in Qatar require a Ministry licence to recruit workers from abroad on behalf of third parties.
Under Qatar’s recruitment regulations, licences may be cancelled in circumstances including breaches of applicable rules, failure to comply with contractual requirements, failure to cooperate with Ministry-led settlements, or other violations of recruitment regulations. However, the Ministry’s latest notice does not state which, if any, of these circumstances apply to the two offices involved.
