Ministry Issues Guide for Productive Families in Qatar

The Ministry of Social Development and Family has issued a comprehensive guide for productive families in Qatar, outlining registration pathways, available services and opportunities, as well as the procedures, requirements, rights and obligations applicable to families and owners of productive enterprises.

The guide forms part of the Ministry's wider efforts to advance the economic and social empowerment of families and support the sustainability of national productive enterprises.

It sets out a regulatory framework beginning with registration in the National Productive Projects System, "From the Homeland", which is presented as an essential first step for accessing services and obtaining a reference number within the unified national database. Registration can provide access to training and professional development programmes, marketing opportunities, participation in exhibitions and sales outlets, and eligibility to compete for the Productive Families Incentive Award.

Buthaina Al Obaidly, Director of the Family Empowerment Department, said the guide is intended to provide an integrated and clear framework for services offered to productive families and make it easier for them to access programmes and opportunities that can help develop their ventures and strengthen their sustainability.

She said the guide was designed as a practical reference covering the different phases of family ventures, with requirements and procedures presented clearly. The Ministry aims to make registration, professional development, marketing and expansion more accessible so families can focus on developing their products and improving their competitiveness.

The guide also brings together services and opportunities offered by the Ministry and its partners, including training, development, marketing and other support programmes. Al Obaidly said "From the Homeland" serves as a gateway to these services and can help turn skills and products into sustainable and competitive ventures.

The guide outlines registration procedures, requirements, required documentation and service-delivery channels. It also explains how products are evaluated and how project information is entered into the system.

It specifies circumstances in which services may be suspended or registration revoked. These include submitting inaccurate information or documentation, conducting activities outside the scope of the granted licence, violating food, health or safety requirements, failing to comply with conditions governing participation in exhibitions or sales outlets, or allowing a home-business licence to expire without renewal.

In training and professional development, the guide details programmes, courses and workshops offered by the Family Empowerment Department in coordination with partner and supporting entities. These are intended to strengthen skills in production, marketing, financial management and entrepreneurship and are provided free of charge to families registered with "From the Homeland".

Marketing opportunities covered by the guide include participation in exhibitions organised by the Ministry or in partnership with community organisations, permanent and seasonal sales outlets, and product promotion through the "From the Homeland" digital platform.

The guide also covers the Productive Families Incentive Award, which is presented annually by the Ministry to recognise outstanding families and encourage quality and innovation. Its categories include Best Productive Family, Best Product, and Best Sponsor and Supporter. The guide also sets out application requirements, required documentation and registration procedures.

Support available through government and quasi-government entities includes home-business licences, health requirements for food-related businesses, administrative, legal and financial consultancy, entrepreneurship and financial-planning programmes, opportunities to participate in events and festivals, and support for handicraft, traditional and agricultural businesses. The guide also provides information on tax matters and import and export procedures.

Rights set out for productive families include free registration in the National Productive Projects System, access to free training programmes and workshops, opportunities to participate in exhibitions and sales outlets, and eligibility to compete for the Productive Families Incentive Award subject to the applicable requirements. Families may also review their project information registered in the system and contact the department with inquiries or complaints.

Productive families are required to comply with the conditions of their home-business licences and renew them on time. Their products must be produced or designed by the family and must meet applicable health and safety requirements, particularly for food-related businesses. Families must also sign a participation undertaking and comply with rules governing exhibitions and sales outlets.

The Ministry said the guide brings registration, training and qualification, marketing and support together within an integrated pathway intended to make services easier to navigate, strengthen business owners' capabilities and improve the sustainability and competitiveness of their ventures.
