Opening a restaurant in Qatar involves several connected approvals: registering the business, choosing the correct commercial activity, securing suitable premises, obtaining the commercial permit for that location, meeting food-safety requirements and completing any Civil Defence or other approvals triggered by the premises.

The exact route depends on your concept. A full-service restaurant, cafeteria, coffee shop, cloud kitchen and venue serving shisha do not necessarily have identical requirements.

Whether you are planning a machboos restaurant in Al Wakra, a speciality coffee shop in West Bay or a family restaurant at The Pearl Island, define the activity clearly before committing to a property.

Can you open a restaurant in Qatar as an expatriate?

Yes.

Qatar allows up to 100% foreign ownership in permitted economic sectors under the applicable foreign-investment framework, and the current Single Window listing for Restaurants with service specifically allows foreign investors.

This means it is no longer accurate to say that a restaurant generally requires a Qatari partner holding 51%.

Your legal structure still matters, particularly where foreign investment approval is involved, so check the exact ownership route through the Ministry of Commerce and Industry’s Single Window before establishing the company.

Also choose the correct activity. Qatar’s current business-activity list distinguishes between restaurants, cafeterias, coffee shops, takeaway outlets, food trucks and other food-service activities.

The main licences and approvals

Depending on the restaurant and premises, you may need:

  • Trade name and Commercial Registration (CR)
  • The correct restaurant or food-service activity
  • Commercial permit for the premises
  • Food-establishment registration and food-safety compliance
  • Civil Defence approval where required
  • Food-handler permits and applicable health requirements
  • Establishment ID for employment and immigration procedures
  • Advertising or signage licence where applicable
  • Additional approval for activities such as shisha

Many of these processes are coordinated through the Single Window according to the legal structure, activity and location selected.

Step 1: Register the company and activity

Start with the Ministry of Commerce and Industry’s Single Window.

You will need to choose your trade name, legal structure and commercial activity. Depending on your company, the establishment process can also include the Articles of Association, Qatar Chamber membership and other registrations.

If you do not yet have premises, you can obtain the Commercial Registration first. However, a CR by itself does not permit the restaurant to operate from a physical location. The commercial permit must also be issued.

Make sure the activity accurately reflects what you plan to run. For example, Restaurants with service and Operation of Cloud Kitchen are currently separate activities.

Step 2: Secure a suitable location

The premises can make or break the project.

Before committing to a long lease or expensive fit-out, make sure the property can support the activity you intend to license.

For the commercial permit, the Single Window requires a building completion certificate or accepted equivalent. If the premises are rented, the rental agreement or accepted substitute is also required. Additional documents may be requested depending on the activity and location.

For a restaurant, check practical requirements such as:

  • Kitchen and preparation space
  • Ventilation and extraction
  • Water supply and drainage
  • Food-storage areas
  • Waste handling
  • Fire-safety systems
  • Gas arrangements where applicable
  • Customer and staff circulation

A former restaurant unit may be easier to adapt than a space never used for food service, but do not assume its previous use guarantees approval for your new concept.

Step 3: Obtain the commercial permit

Once the company is registered and you have identified the location, apply for the commercial permit through the Single Window.

This is the premises-specific licence that allows the business to operate from the approved location.

The current Single Window guidance states that investors proceed to the commercial-permit stage after reserving the trade name, receiving the Commercial Registration and identifying a location.

Depending on the property and activity, additional government reviews may be triggered during the process.

Step 4: Complete food-safety requirements

Restaurants and other businesses handling food fall under the Ministry of Public Health’s Food Safety Department.

The department registers food-handling establishments, carries out inspections, develops food-safety requirements, coordinates with other authorities on licensing food premises and issues permits for food-handling practitioners.

Your restaurant should therefore be designed and operated around food-safety requirements from the beginning.

Important areas can include:

  • Food-preparation layout
  • Separation and safe handling of food
  • Refrigerated and frozen storage
  • Cleaning and sanitation
  • Handwashing facilities
  • Pest control
  • Waste handling
  • Safe storage of ingredients

MOPH also operates an electronic portal for registering and managing local food premises.

Avoid completing an expensive kitchen fit-out first and checking the requirements afterwards. Changes to ventilation, drainage, storage or preparation areas can be costly once construction is complete.

Food handlers

MOPH also regulates people carrying out food-handling work and issues permits for food-handling practitioners.

Make sure employees whose duties involve food handling complete the applicable health and permit procedures before beginning that work.

Do not automatically assume that every employee in the restaurant has identical requirements. Apply the food-handler rules according to the person’s actual role.

Step 5: Check Civil Defence requirements

The General Directorate of Civil Defence provides safety approval connected to commercial licensing and renewal.

Documents listed for the commercial-licence safety service include:

  • Establishment ID
  • Licence holder’s ID
  • Building or premises plan
  • Fire and early-warning system maintenance contract
  • Commercial-licence documentation
  • Building ownership document or tenancy contract

Restaurants should therefore consider fire safety from the design stage, particularly where the premises use cooking equipment, extraction systems or gas.

Do not leave Civil Defence requirements until the restaurant is otherwise ready to open.

Step 6: Set up staffing and employment procedures

Once the establishment is properly registered, you will need the appropriate employment and immigration arrangements for your team.

The Single Window establishment process can include an Establishment ID, labour approvals and other government registrations depending on the case.

The Establishment ID is then used for employment and immigration transactions.

Budget separately for recruitment, work permits, residence procedures, accommodation and other employee costs rather than treating them as part of the basic restaurant-licensing fee.

What about cloud kitchens?

Cloud kitchens are recognised as their own business activity in Qatar.

The current Single Window lists Operation of Cloud Kitchen as active and available to foreign investors.

A delivery-only kitchen may not need customer seating, but it is still a food-handling premises and must comply with the licensing and food-safety requirements applicable to the activity.

Operating only through delivery apps does not remove the need to license the business.

What if you want to serve shisha?

Treat shisha as an additional regulated activity rather than something automatically covered by an ordinary café or restaurant licence.

MOCI has separate controls for establishments offering shisha, including licensing and location-related requirements.

Check whether your proposed premises can support that activity before signing the lease or designing the concept around it.

Where delays usually happen

Restaurant projects often run into problems when the premises are chosen before the licensing requirements are understood.

Common issues include:

  • Signing a lease before checking whether the activity can operate from the location
  • Starting the kitchen fit-out before checking food-safety requirements
  • Leaving fire-safety requirements until late in the project
  • Missing building or rental documentation for the commercial permit
  • Hiring food handlers before completing the necessary procedures
  • Adding a regulated activity such as shisha after the premises have already been designed

Sorting these issues before the fit-out starts is usually easier than changing the restaurant afterwards.

The basic government fees are lower than the original article suggested.

For the current Restaurants with service activity:

  • Commercial Registration activity fee: QAR 500
  • Commercial permit: QAR 500
  • Establishment ID: QAR 200

Additional costs can apply depending on the company structure and services required.

There is no reliable single opening timeline.

The Single Window lists short indicative processing periods for some basic company-establishment services, but a restaurant’s complete opening process also depends on the property, fit-out, food-safety requirements and any external approvals.

A premises that is already suitable for food service can be much easier to prepare than one requiring extensive structural, kitchen and fire-safety changes.

The best way to reduce delays is to confirm the activity and premises requirements before spending heavily on the fit-out.
