If you are planning to open a shop, start a company or trade online in Qatar through the Ministry of Commerce and Industry (MOCI) route, commercial registration and licensing procedures are completed through the Single Window platform. This guide explains the official sequence, the documents to prepare, the minimum fees published in the official guidance, and where to check the rules.
The short answer: who sets the rules
Commercial registration, commercial licensing and related investor procedures under the MOCI route are handled through Ministry of Commerce and Industry — Local Investor Services and the Single Window platform. The basic sequence is to reserve a trade name, obtain the Commercial Registration, obtain the Commercial Permit, secure any activity-specific approvals, and complete the remaining registration steps.
The governing legal framework includes Law No. 5 of 2015 on commercial, industrial and public shops and street vendors, as amended, together with ministerial decisions covering temporary licences, shops in residential areas, street vendors, shop categories, shisha shops, and general and specific shop requirements. MOCI lists this framework on its investor pages.
The official sequence, step by step
MOCI's business-setup guide lists the following sequence. Requirements can vary according to the legal form and business activity, so check the relevant Single Window service details before applying.
1. Reserve the trade name
The first listed step is to reserve the trade name through Single Window.
2. Commercial Registration (CR)
Next comes the Commercial Registration (CR), which records the business in the Commercial Register. Where a Memorandum of Association is required, it can be signed digitally through Single Window or through a booked appointment.
3. Commercial Permit (CP)
The next listed step is the Commercial Permit (CP), or trade licence, associated with the premises and activity. This is where premises documents and relevant approvals come into play.
4. Activity-specific permits
Selected activities require additional regulatory permits or approvals. The MOCI procedures manual identifies where an approval from another authority is required.
5. Establishment Card and Tax Card
The guide then lists the Establishment Card, also called the Company Computer Card or EID, and the Tax Card. Operations should begin only after all licences and activity-specific approvals required for the business have been completed.
Much of the process can be completed electronically: you submit the application and documents through Single Window, provide any additional documents requested during review, complete the required signature process, pay electronically, and receive certificates and original copies electronically. The workflow is set out in the official "Setting Up Your Business in Qatar" guide.
Documents you'll need to prepare
The official guide lists the following main registration documents. The documents required for an individual application may depend on its legal form and activity:
- Completed establishment-request application — the main setup form.
- Trade-name reservation — confirming the approved name.
- Owners' or partners' consent letter — where applicable.
- Beneficial-owner declaration — identifying the ultimate beneficial owner.
- Business plan — outlining the activity.
- Authorised representative's power of attorney — if a representative is filing the application.
- Representative's passport and the general manager's Qatari ID or passport.
- Parent-company official documents — where a parent company is involved.
One important formality: the guide states that documents must be attested and translated into Arabic. Allow sufficient time to complete the required authentication and translation procedures.
Premises, Civil Defense and other approvals
Premises documents depend on the activity, location and type of application. MOCI's Procedures Manual includes items such as:
- A lease-related declaration, title deed, building-completion certificate or floor plan, as applicable.
- Undertakings signed by the licence holder and property owner where required.
- Identification documents for the relevant property owner, applicant, lessor or lessee.
Two approvals may apply to a new business:
- Civil Defense certificate — required where the activity calls for it or the premises measure 250 square metres or more.
- External-authority approval — required where the activity is subject to approval by another authority.
MOCI advises applicants to obtain initial approval from the Commercial Licences Section before signing the premises lease. It also instructs businesses to obtain the required authority approvals before leasing premises for activities in residential areas.
Under-construction licences
If the premises are not finished, the procedures manual provides an under-construction licence route. The initial application requires the relevant form, a building-completion certificate, building permit or State contract, a lease-relationship declaration, and identification. The licence is valid for one Gregorian year and is not a permit to conduct the commercial activity. To obtain the final licence, the outstanding documents must be submitted, including the Civil Defense certificate and, if it was not supplied initially, the building-completion certificate.
Fees and renewal deadlines
The official 2026 business-setup guide lists a minimum annual licensing fee of QAR 500. Costs depend on the company structure and type of business activity, so check the amount shown for the relevant service in Single Window before paying.
MOCI instructs businesses to renew the Commercial Registration and trade licence 30 days before expiry. Set a reminder early enough to complete any activity-specific renewal requirements.
Selling online? Check the e-commerce licence requirements
Minister of Commerce and Industry Decision No. 25 of 2026 regulates commercial activities conducted through electronic sites that do not require a physical location. It requires an e-commerce licence before conducting a covered commercial activity through an electronic site and payment of the prescribed fee. The applicant must:
- Be registered in the Commercial Register.
- Identify the online commercial activity in the application.
- Obtain the licences and approvals required for that activity.
- Identify the electronic site through which the activity will be conducted.
The decision's definition of an electronic site includes electronic means and social-media platforms, so a commercial social-media storefront can fall within its scope. A separate e-commerce licence is required for each electronic site. Transactions involving goods or services for personal use are exempt provided they are not conducted in commercial quantities.
Your ongoing obligations after you're licensed
Getting licensed is the start, not the finish. MOCI lists ongoing duties that include:
- Display the Commercial Registration and trade licence prominently at the licensed premises.
- Display the licence number on the shop sign.
- Update Commercial Registration and licence information after any change.
- Do not conduct activities not recorded in the Commercial Registration and trade licence.
For the consequences of a specific breach, confirm the applicable provision directly with MOCI.
