A conventional online retail business is unlikely to qualify simply because it sells products through a website or app.

Each application is reviewed individually. Clearly explaining the company’s research, technology-development or innovation component is therefore an important part of the application.

Licensing, capital and fees explained

Here is what founders should understand about QSTP’s licensing and financial requirements.

Licence and registration fees

QSTP does not currently publish a comprehensive public fee schedule covering every company type, application and licence.

Its regulations allow it to charge application, licensing, renewal, administrative, office and other fees. The final cost may depend on the company structure, activity, premises and whether the startup has been accepted into a QSTP support programme.

Founders should not assume that incorporation or licensing is automatically free.

Minimum share capital

QSTP does not currently impose a fixed statutory minimum share-capital requirement for a company.

Instead, applicants must demonstrate that the business has sufficient capital and financial resources to carry out its proposed activities and meet the objectives presented in its business plan.

The previously quoted figure of approximately QAR 200,000 is therefore not a general legal minimum under the current QSTP Companies Regulations.

Licence renewal

The validity period of a QSTP licence is determined by QSTP and stated on the individual licence.

Companies must apply for renewal before the licence expires. Renewal, late or administrative fees may apply, and approval will depend on the company continuing to meet its licensing conditions and conducting genuine technology, science or research-related activities.

Financial reports and tax compliance

QSTP entities must maintain accurate financial records, submit the required annual financial reports and file annual tax returns.

Companies with turnover or total assets of at least QAR 10 million may also be required to submit a transfer-pricing declaration with their tax return.

The QAR 10 million threshold does not automatically mean that every company above that level must submit independently audited accounts. Audit requirements may depend on the company’s legal structure, constitutional documents, programme conditions or instructions from QSTP and the relevant tax authorities.

Because costs and compliance requirements vary, speak to QSTP early to confirm the appropriate company structure, licence conditions and total expected setup expenses.

QSTP-funded setup options for selected startups

QSTP offers incubation, acceleration, funding and business-support programmes for selected technology startups.

Startups accepted into certain programmes may receive support such as:

  • Free or subsidised company-incorporation assistance
  • Coworking or office facilities
  • Business mentoring and technical support
  • Access to investors, researchers and corporate partners
  • Product-development and commercialisation support
  • Subsidised services or programme funding

Current QSTP Incubation Center information indicates that selected startups may receive free coworking space for up to one year, subject to programme conditions, performance and availability.

The support period may be extended in some cases, but founders should not assume that every accepted company receives two complete years of free office space.

Similarly, QSTP may accelerate incorporation for programme-supported startups, but it does not publicly guarantee that every supported company will be incorporated within two days.

Define your tech-driven business model

Make sure the proposed business clearly advances science, technology, research or innovation.

Explain what the company is developing, how it differs from existing solutions and how its activities support Qatar’s research, development and innovation ecosystem.

Prepare your documentation

QSTP may request documents and information such as:

  • A detailed description of the proposed activity
  • A business plan
  • A research or technology-development plan
  • An implementation strategy
  • A funding and investment plan

  • Information about shareholders, directors and the management team

Programme-backed route
