MOEHE reiterates ban on physical, verbal and psychological punishment in public schools

Qatar’s Ministry of Education and Higher Education has reiterated that all forms of physical, verbal and psychological punishment against students are prohibited in public schools.

The directive was issued in a circular from the Department of Schools and Student Affairs to public school principals, reminding employees to comply with the ethical code governing staff conduct.

The ministry said the instruction is intended to protect students’ dignity, psychological wellbeing and physical safety while ensuring that schools remain supportive and secure environments.

Behavioural issues to be handled through educational methods

According to the circular, student behavioural violations should be addressed using appropriate educational approaches and in line with the policies, regulations and circulars already approved by the ministry.

The directive makes clear that school staff should not use punishment methods or other practices that could harm students or negatively affect their wellbeing or ability to adapt to the school environment.

This includes physical, verbal and psychological punishment.

Staff expected to comply fully

The Department of Schools and Student Affairs called on all employees in public schools to fully adhere to the instructions.

It also warned that any violation would be subject to accountability under the procedures and regulations currently in force.

At the same time, the department praised school employees for their efforts in supporting the educational process and maintaining safe and supportive learning environments for students.

The circular reinforces the ministry’s emphasis on professional and educational standards when dealing with students, with discipline expected to focus on guidance, support and approved behavioural interventions rather than punitive measures.
