Here's the quick answer most expats are looking for about Qatar exit permit rules in 2026: do you still need one? For the vast majority of residents and workers in Qatar, the answer is no.
Most expatriate employees no longer need their employer's approval to leave the country. Whether you're travelling for a holiday, visiting family or permanently departing Qatar, the general rule allows you to travel without obtaining a company-approved exit permit.
However, there are limited legal exceptions, and domestic workers follow a separate notification requirement.
As of October 2026, Qatar's exit-permit reforms remain in place. The changes were introduced in stages during 2018 and 2020, removing the previous requirement for most expatriate workers to seek their employer's permission before travelling.
Below, we explain who may still be affected, what the rules say about fees, how to check your status through the Ministry of Interior (MOI), and what you should know before travelling by air or taking your vehicle across the border.
The short answer: most people don't need an exit permit
For the overwhelming majority of private-sector employees, professionals and family-sponsored residents in Qatar, there is no requirement to obtain an employer-approved exit permit before leaving the country.
This means most residents can travel using their valid passport and relevant travel documents without submitting an exit-permit application or obtaining an HR signature.
However, freedom from employer-approved exit permits does not remove other immigration requirements or restrictions that may apply to an individual.
Some categories of workers remain subject to specific legal provisions, while domestic workers are required to notify their employers before departure.
Knowing which category applies to you is important, particularly if you work in a specialised role or are unsure about your employment status.
What changed — and why it matters for expats
Qatar moved away from the previous exit-permit system through two major reforms.
In 2018, Law No. 13 of 2018 amended the legislation regulating the entry, exit and residence of expatriates, removing the general exit-permit requirement for most workers covered by Qatar's Labour Law.
In January 2020, the changes were extended to additional employment categories through Minister of Interior Decision No. 95 of 2019.
These included domestic workers and employees in government institutions, oil and gas, maritime work, agriculture and private offices, subject to the provisions of the decision.
The reforms mean that the general rule is now freedom of movement rather than employer-approved departure.
The International Labour Organization also confirmed that the changes allowed almost all migrant workers to leave Qatar without first obtaining permission from their employers.
For residents, the practical result is straightforward: ordinary international travel no longer generally depends on a company's approval through an exit-permit system.
However, this is separate from employment requirements such as annual leave approval, notice periods when resigning, and other contractual obligations.
Who still needs an exit permit in 2026
Qatar's legislation retains limited provisions concerning departure approval for certain employment categories.
The main groups to understand are:
- Armed-forces personnel — Members of military bodies are excluded from the general exit-permit exemption under Ministerial Decision No. 95 of 2019 and may be subject to separate procedures.
- Employees covered by an approved 5% exception — The legislation allows employers to request special approval requirements for a limited number of employees whose roles are considered critical to operations.
- Domestic workers — Generally do not need an employer-approved exit permit but must notify their employer at least 72 hours before their intended departure.
For ordinary private-sector employees, including office workers, engineers, teachers, retail staff and many other professionals, employer-approved exit permits are generally not required.
However, a job title alone does not determine whether an individual falls within a legally approved exception.
The 5% employer exception
Under Article 7 of Law No. 21 of 2015, as amended by Law No. 13 of 2018, employers may submit a justified request for certain employees to be subject to prior departure approval because of the nature of their work.
The number cannot exceed 5% of the employer's total workforce, and the request requires approval from the relevant government authority.
This does not mean an employer can automatically decide that 5% of employees need exit permits.
The exemption must meet the applicable legal requirements and be approved by the competent authority.
In a report submitted to the United Nations in January 2026, Qatar stated that the exit-permit system had effectively been abolished and that there was no general active mechanism requiring workers to obtain exit permits. The same report acknowledged the limited approval-based exemption provisions.
Because the published legal framework and the government's explanation of current practice contain this distinction, employees who believe they fall within an exception should verify their individual status directly with the Ministry of Interior.
If your employer claims that you require approval to leave Qatar, ask whether this is based on an officially approved exception rather than an internal company policy.
Domestic workers and the 72-hour notice
Domestic workers, including housemaids, nannies, private household cooks and family drivers covered by Law No. 15 of 2017, generally do not require an employer-approved exit permit.
However, Article 2 of Ministerial Decision No. 95 of 2019 requires domestic workers to notify their employer at least 72 hours before their intended departure.
This is a notification requirement, not an application for permission to travel.
The notification can be made verbally or in writing, although keeping a written record can help prevent misunderstandings.
Qatar also clarified in its January 2026 submission to the United Nations that the 72-hour notification is for information purposes and is not a condition for departure.
Domestic workers should nevertheless comply with the notification requirement and any separate lawful employment obligations.
How much does an exit permit cost?
For most residents, the question of an exit-permit fee does not arise because they do not need a permit.
The Ministry of Interior's published expatriate leave service information describes the service as free of charge.
For the free personal departure service described by MOI, the listed fee is therefore QAR 0.
However, this should not be confused with fees for other immigration services, vehicle exit permits or outstanding government penalties.
Before travelling, check for any amounts or restrictions associated with your immigration or traffic record.
These may include:
- Traffic fines — Under MOI rules effective from 1 September 2024, motorists with outstanding traffic violations must settle the applicable fines before leaving Qatar.
- Immigration-related fines — Outstanding penalties or immigration issues may require resolution before departure.
- Visit-visa overstay fines — For ordinary personal and tourist visit visas, MOI generally specifies a penalty of QAR 200 per day, subject to the applicable category and maximum amount.
It is important to distinguish this from the QAR 10 daily penalty published for certain other immigration violations, such as delayed residence-permit renewal after the permitted grace period or particular visa categories.
Visitors should check the specific conditions of their visa rather than assuming the same overstay fine applies to everyone.
You can review the relevant information through the Ministry of Interior's visa guidance before travelling.
How to check your exit-permit status through MOI and Metrash
Most residents do not need to submit any personal exit-permit application.
However, if you're unsure whether a specific departure restriction or approved exception applies to you, the Ministry of Interior provides an online enquiry service.
Step by step: check your status
- Open the official MOI website — Visit portal.moi.gov.qa.
- Select Inquiries — Find the Exit & Entry Permits services.
- Choose Leave Notification Inquiry — Open the official leave notification enquiry.
- Enter your QID number — Provide your Qatar ID number and complete the verification code.
- Review the result — Check the information returned by the system and contact MOI if your status is unclear.
The existence of this enquiry service does not mean everyone needs a leave notification.
Similarly, an absence of information in the enquiry should not automatically be treated as confirmation that no other travel restriction exists.
What if you are covered by an exception?
If an employer informs you that prior departure approval is required, request clarification about the legal basis and whether the exemption has been officially approved.
The MOI website contains legacy exit and leave-notification services, and older guidance refers to Metrash-based procedures.
However, a current, universally applicable step-by-step Metrash application process for employees in the limited exemption categories could not be independently confirmed.
Rather than submitting an unnecessary request, contact the Ministry of Interior or an MOI service centre to confirm the applicable procedure.
MOI contact: +974 2367111
The Metrash app can also be used to access a range of immigration and traffic services.
Residents should use the current Metrash application, which replaced the older Metrash2 app in March 2025.
Before you fly: fines, passport and QID checks
Whether or not you need an exit permit, run through this checklist before heading to Hamad International Airport:
- Valid passport — Check your passport's expiry date and the entry requirements of your destination country.
- QID and residence status — Carry your Qatar ID and check your residence permit's validity, particularly if you intend to return to Qatar.
- Clear your traffic fines — Use Metrash or MOI's official website to check for outstanding violations.
- Check immigration records — Resolve any applicable overstay fines or immigration-related issues before travelling.
- Confirm any special employment category — If your employer claims that departure approval is required, verify whether an official exemption applies.
- Check other travel restrictions — Court orders, legal proceedings or restrictions imposed by the competent authorities may affect departure separately from employer exit-permit rules.
If you plan to travel abroad for an extended period and return to Qatar, also check the applicable requirements for maintaining or re-entering on your residence permit.
Being exempt from an exit permit does not automatically guarantee eligibility to re-enter Qatar after a prolonged absence.
Taking your vehicle out of Qatar by land
Driving a vehicle out of Qatar is subject to separate requirements from personal departure.
Under Minister of Interior Decision No. 21 of 2024, certain vehicles leaving Qatar require a vehicle exit permit issued by the General Directorate of Traffic.
When is a vehicle exit permit required?
A vehicle travelling to a destination outside the Gulf Cooperation Council (GCC) generally requires an exit permit.
Under the official rules:
- The vehicle must have no outstanding traffic violations.
- The intended destination must be specified.
- The applicant must be the vehicle owner or provide proof of the owner's consent.
- Applicable permit fees must be paid.
What about driving to Saudi Arabia?
Vehicles travelling to GCC destinations, including Saudi Arabia, are generally exempt from the vehicle exit-permit requirement if:
- The vehicle has no outstanding traffic violations.
- The driver is the owner or has the owner's permission.
The ministerial decision also provides an exemption for goods-transport vehicles.
However, the vehicle-exit exemption does not remove destination-country requirements such as valid travel documents, vehicle insurance and permission to enter or transit another country.
How to apply for a vehicle exit permit
Where a permit is required, the Ministry of Interior provides the service electronically.
The published Hukoomi vehicle exit permit service identifies the application route as:
Traffic Services → Vehicles → Vehicle Exit Permit
Applicants must identify the vehicle, provide the authorised driver's details, choose the relevant permit duration and pay the applicable fee.
Vehicle exit permits are separate from personal exit permits and should not be assumed to be free.
The rules also require Qatari-registered vehicles to be returned within the legally permitted period or covered by an appropriate extension where applicable.
FAQs
Do I need my employer's permission to leave Qatar in 2026?
No, not in most cases. The vast majority of private-sector employees and other expatriate residents can leave Qatar without obtaining an employer-approved exit permit.
Limited legal exceptions exist for certain categories, including military personnel and employees covered by formally approved exemptions.
How much does a Qatar exit permit cost?
Most residents do not need an exit permit. The MOI's published expatriate leave service lists the fee as QAR 0.
This does not include other immigration penalties, traffic fines or separate vehicle exit-permit fees.
I'm a domestic worker — what do I need to do before travelling?
Domestic workers covered by Law No. 15 of 2017 generally do not require employer-approved exit permits.
However, they must notify their employer at least 72 hours before departure under Ministerial Decision No. 95 of 2019.
The notification is not a request for permission.
How do I apply for an exit permit if I'm covered by an exception?
First, confirm whether an officially approved exception applies to you.
You can check the MOI Leave Notification Inquiry using your QID and contact the Ministry of Interior for clarification.
A current Metrash application procedure specifically applicable to all workers under the limited exemption provisions could not be independently verified, so employees should not rely on outdated instructions.
Can outstanding fines stop me from leaving Qatar?
Yes. Under MOI rules implemented in September 2024, traffic-law violators with outstanding fines must settle them before leaving through Qatar's land, air or sea borders.
Other legal or immigration restrictions may also affect travel, depending on the individual's circumstances.
How long does an exit permit decision take?
There is no single currently verified processing period applicable to all exceptional departure cases.
However, Article 7 of Law No. 21 of 2015, as amended in 2018, provides that the Expatriate Exit Grievances Committee must decide on a grievance within three working days.
This is a statutory deadline for the grievance decision, not a general processing-time guarantee for an exit-permit application.
Anyone facing a departure restriction should contact the relevant authority promptly.
Do I need a permit to drive my car out of Qatar?
For vehicles travelling to destinations outside the GCC, a vehicle exit permit is generally required under the 2024 rules.
Vehicles travelling to GCC countries are generally exempt if they meet the conditions concerning outstanding traffic violations and ownership or owner authorisation.
Vehicle exit permits are separate from personal exit-permit rules.
