Qatar and the Russian Federation have signed a memorandum of understanding on technical cooperation in tax administration, aimed at exchanging expertise and developing tax systems and practices in both countries.
The agreement was signed for Qatar by Khalifa bin Jassim Al-Jaham Al-Kuwari, President of the General Tax Authority, and for Russia by Daniil Egorov, Commissioner of the Federal Tax Service.
The MoU covers technological development and digital transformation, taxpayer-centred tax administration, tax compliance frameworks, tax collection and debt management strategies, tax incentives and future tax policies.
It also provides for information and expertise exchange, training programmes, seminars, working sessions, reciprocal visits and joint initiatives. The cooperation is intended to strengthen institutional capabilities, improve tax administration efficiency and support alignment with international standards.
