Qatar’s General Tax Authority has announced a new electronic process for analysis certificates required to register sweetened drinks, effective November 1, 2026.
Under the updated procedure, businesses will no longer need to manually upload laboratory analysis certificates through the Dhareeba tax platform.
Instead, laboratories accredited by the Ministry of Public Health and registered with the General Tax Authority will transmit test results and certificates directly to Dhareeba.
How will the new process work?
A taxpayer registering a sweetened drink will first submit the product registration application through Dhareeba.
The business will then provide a product sample to an accredited laboratory.
The laboratory will test the drink to determine the types and quantities of sugars and sweeteners it contains.
Once the laboratory approves the results, the testing data and analysis certificate will automatically be sent to Dhareeba.
This removes the existing step requiring businesses to obtain and manually attach the laboratory certificate to their product registration application.
The General Tax Authority says direct electronic integration with accredited laboratories will reduce manual procedures, improve data accuracy and strengthen the exchange of information related to product registration applications.
The new process forms part of the Authority’s wider digitalisation of tax services and follows the expansion of Qatar’s excise tax system to sweetened beverages earlier this year.
