MoCI introduces E-Commerce Licence covering 194 approved business activities

Qatar’s Ministry of Commerce and Industry has introduced an E-Commerce Licence allowing businesses carrying out approved commercial activities to operate electronically through their websites.

The licence falls under Minister of Commerce and Industry Decision No. 25 of 2026 and covers a list of 194 approved activities.

The initiative is intended to support the growth of Qatar’s e-commerce sector while making it easier for entrepreneurs and businesses to conduct approved activities digitally.

What activities are covered?

The Ministry highlighted several examples of activities eligible under the licence, including:

  • Fashion design and related products
  • Consultancy services across various fields
  • Digital design services
  • AI consulting and solutions
  • Photography activities
  • Translation services

These represent only part of the list, with 194 activities approved in total.

Website domain requirements

Businesses operating under the E-Commerce Licence must also meet specific website requirements.

According to the Ministry, the electronic domain must end in either:

  • .qa
  • .com.qa

The domain must be registered through one of eight approved service providers regulated by Qatar’s Communications Regulatory Authority.

The Ministry says the licence is expected to contribute to several areas of Qatar’s business environment, including:

  • Supporting growth in e-commerce
  • Encouraging entrepreneurship and investment
  • Increasing trust and transparency in digital transactions
  • Creating opportunities for Qatari and international entrepreneurs
  • Advancing digital transformation and economic competitiveness

The measure provides a formal framework for approved businesses wishing to deliver their services electronically while strengthening regulation and confidence around online commercial activity.
