Qatar Education Ministry Launches Student Behaviour And School Activities Policies

Qatar's Ministry of Education and Higher Education has highlighted the central role of teachers in the education system as it launched two policies for government schools and kindergartens covering school programmes and activities and student behaviour management.

The policies were launched at a ceremony on Thursday, September 10, attended by HE Dr Ibrahim bin Saleh Al Nuaimi, Undersecretary of the Ministry of Education and Higher Education. Speaking exclusively to Qatar News Agency on the sidelines of the ceremony, Ms Fatima Yousef Al Obaidli, Assistant Director of the Schools and Students Affairs Department, said the initiatives would clarify roles and procedures while strengthening co-operation among students, teachers, families and schools.

She said the Student Behaviour Management Policy and its regulatory guide would standardise practices across schools and help create a safe, disciplined and motivating learning environment.

Al Obaidli stressed that the prohibition of punishments in the school environment should not be understood as overlooking unacceptable behaviour or undermining the teacher's role and authority. Instead, it forms part of an integrated approach to managing student behaviour through clear and organised educational methods that support discipline and protect the rights of all parties.

She added that student safety, the standing of teachers and the rights of everyone involved in the educational process were among the ministry's priorities. The ministry's decisions and circulars, she said, are based on carefully considered educational and scientific foundations and are reviewed and approved by the relevant supervisory bodies to ensure clarity and sound implementation.

The regulatory guide serves as the approved reference for handling behavioural incidents. It sets out the roles and responsibilities of teachers, school administrations, social and psychological specialists and other relevant parties, as well as the procedures applicable to each case according to its type and level. It also explains students' rights and responsibilities, clarifies teachers' powers and responsibilities, and aims to reduce individual discretion when dealing with behavioural cases.

Al Obaidli said the policy was not designed around punishment, but around building positive behaviour and strengthening students' sense of responsibility and discipline. It also provides teachers with the support and framework needed to carry out their educational role. She stressed that discipline is a shared responsibility and that protecting students is compatible with preserving and supporting the standing of teachers.

She said the Programmes and Activities Policy provides a unified framework for planning, delivering, monitoring and evaluating school programmes and activities, with defined roles and responsibilities. It aims to ensure the delivery of high-quality and safe activities that reflect students' needs, interests and abilities, develop their personalities and skills, and reinforce national identity, citizenship, responsibility and community participation.

The policy also seeks to strengthen integration between teaching and school activities, improve educational outcomes and make better use of available resources and partnerships in support of the ministry's educational goals.

Al Obaidli said launching the two policies demonstrated the ministry's commitment to integrating educational, developmental and behavioural aspects, while providing schools and kindergartens with clear institutional guidance. She concluded that a safe and integrated learning environment depends on respecting all parties, protecting students, supporting teachers and empowering parents as active partners in the educational process.
